CCR2003070~ . . .TABLED - 3/25/03 COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #070-2003 RESOLUTION OF OPPOSITION - MUSKEGO ENERGY CENTER WHEREAS, The construction of the EI Paso merchant power plant would exempt land development from all local property taxes in perpetuity while the future of State revenue sharing funds for local government to offset this loss is uncertain; and WHEREAS, The City of Muskego has an approved Conservation Plan which identifies the northern power plant site as a "View Shed" and candidate for maintaining green space and the southern power plant site is located at a gateway creating a first impression of Muskego; and WHEREAS, The Village of Big Bend on September 5, 2002 and the Town of Vernon on March 6, 2003 have already passed their own resolutions opposing the construction of EI Paso's power plant in Muskego; and WHEREAS, According to current available EPA air quality data, the EI Paso power plant would become the single largest industrial source of air pollution in Waukesha County, producing nearly 1 million pounds of toxic air pollutants annually; and WHEREAS, EI Paso Corporation's financial stability and future is in question; and WHEREAS, Siting a power plant at a place where 3 natural gas mains, a major electrical transmission line and a superfund site containing a 24 hour methane gas "torch" intersect, creates a serious danger to the close proximity of residential neighborhoods; and WHEREAS, EI Paso Corporation has a questionable safety records, including a major on-site power plant construction accident in 2000 in Milford, Connecticut killing 2 workers, a pipeline explosion killing 12 people in Carlsbad, New Mexico in August, 2000, and a massive pipeline explosion on EI Paso's ANR pipeline in Viola, Illinois in February, 2003 NOW, THEREFORE BE IT RESOLVED That the City of Muskego Common Council stands in opposition to the construction of the Muskego Energy Center by EI Paso Corporation on the Payne and Dolan prQperty west of Crowbar and north of Janesville Road; and BE IT FURTHER RESOLVED That a copy of this resolution registering opposition to this power plant be immediately conveyed to the Public Service Commission of Wisconsin, Governor James Doyle, State Senator Mary Lazich and State Representative Scott Gunderson.
