RESOLUTION #003-2003
APPROVAL OF AGREEMENT WITH MUSKEGO-NORWAY SCHOOL DISTRICT
FOR LIAISON OFFICERS
WHEREAS, The Common Council of the City of Muskego through Resolution #70-
2002, as amended, indicated its intent to continue participation in the sharing of
services of Police Liaison Officers; and
WHEREAS, The Finance Committee has recommended approval of the Agreement.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the attached 66.30 Cooperative Contract between the City of Muskego and Muskego-
Norway School District to Share the Services of Police Liaison Officers for 2002-2003.

BE IT FURTHER RESOLVED That the Mayor and Chief of Police are authorized to
execute the 66.30 Cooperative Contract in the name of the City.

66.30 COOPERATIVE CONTRACT TO SHARE
THE SERVICES OF A POLICE LIAISON OFFICER
2002/2003
Contingent upon separate resolutions adopted by the Muskego-Norway School
District and the City of Muskego, Wisconsin, the parties hereby mutually agree in
this contract, pursuant to Section 66.30 of the Wisconsin Statutes, to the following
conditions:
1. That said above parties agree and contract for the sharing of the service of
three Police Liaison Officer positions as hereinafter set forth.
2. That the City of Muskego is to be the operator and fiscal agent for the Police
Liaison Officer positions.
3. That the purpose of the Police Liaison Officers is to improve relationships'
between the Muskego-Norway School District and the City of Muskego Police
Department.
4. That the Police Liaison Officers' work schedule will be coordinated between
the Muskego-Norway Schools and the City of Muskego Police Department.
5. That this contract shall be effective from July í, 2002, through June 30, 2003.
6. That both parties will indicate their interest to continue this contract beyond
June 30, 2003, by informing the other party no later than April 1, 2003.
7. That the Plan of Operation and Plan of Payments (Schedule A attached
hereto) for this cooperative agreement shall be approved in advance ofthe
contract signing by both the Muskego-Norway School District aud the City of
Muskego.
8. That the Police Liaison Officers shall also serve as D.A.R.E. instructors.
9. That the Police Liaison Officers' time will be spent in Muskego High School,
Bay Lane Middle School, and the Lake Denoon Middle School, the specific
time for each to be mutually agreed upon between both the Muskego-Norway
School District and the City of Muskego Police Department.
10. That the Police Liaison Officers provide the Muskego-Norway School District
with a daily log of time and activities.
11. That work space will be provided by the Muskego-Norway School District.
12. That clerical support will be provided by the City of Muskego Police
Department.

13. That any mileage and conferences will be provided by the City of Muskego.
14. That any salary and benefit increases due the Police Liaison Officers through
position classification discussions will be paid by the School District at 43.2 %.
15. That any salary and benefit increases due the Police Liaison Officer
negotiated with the Officers' Union for 2001/02 may be paid by the School
District at 43.2%.

PLAN OF OPERATION AND PLAN OF PAYMENTS
FOR POLICE LIAISON OFFICERS
2002-2003
Pavment Schedule
A. The District's portion of the salary amount of Ninety-seven Thousand Three
Hundred Fourteen and 64/100 for three officers will be paid to the City of
Muskego in increments of one-half (l/z) on the following schedule:
1. One-half, Forty-eight Thousand Six Hundred Fifty-seven and 32/100 on or
before December 1, 2002.
2. One-half,/100 on or before June 1, 2003 Forty-eight Thousand Six
Hundred Fifty-seven and 32/100.
B. Conditions
1. Additional costs in 2002/2003 due to pension or insurance increases will be
paid by the School District at 43.2% for the replacement officer.
