CCR2002030COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #30-2002 Waukesha County Cooperation Council Fair Share Solution WHEREAS, Wisconsin citizenry recognizes that the State of Wisconsin has a budget deficit of more than $1 1 billion as a result of a number of State budget decisions: and WHEREAS, The fiscal crisis is not the result of increased shared revenues to municipalities, the State must first reduce its own total spending; and WHEREAS, The State of Wisconsin in order to compete successfully on a national level for quality jobs, needs livable municipalities; and WHEREAS, The Kettl Commission has provided a roadmap for the restructuring of the relationship between municipal governments and State government; and WHEREAS, The will of the people as expressed through their locally elected officials should always be the final determinant of the level of property taxation; and WHEREAS, Municipal governments stand ready to work in equal partnership with the State to provide for the greater welfare of Wisconsin. NOW, THEREFORE BE IT RESOLVED That the Common Council of the City of Muskego offers the following as a comprehensive solution: Recognize the citizens of Wisconsin expect local decisions regarding the cost and quality of local services to be made by their locally elected officials. Restructure shared revenues guided by the concepts included in the Kettl Commission Report reaffirming the principles of tax equalization. Create a financial incentives program that offers local governments rewards for collaborations and consolidations. Restructure state aid to K-12 education. Eliminate unfunded State mandates, especially those related to the rnediation- arbitration law, and adopt a Mandate Relief Act. Establish an unpaid, permanent commission of locally elected officials to advise and consult with the Governor and the legislature on a regular basis on issues affecting the State-Local Partnership.
