RESOLUTION #22-2002
RESOLUTION INDICATING SUPPORT FOR THE
PROPOSED LEGISLATION THAT WOULD IMPLEMENT THE
"21ST CENTURY VISION FOR WAUKESHA COUNTY MUNICIPALITIES
WHEREAS, the present process set forth in State law of determining municipal boundaries does not work
efficiently and effectively in metropolitan counties such as Waukesha County where land uses in
unincorporated territory are increasingly urban and populous in character; and
WHEREAS, the present process frequently leads to unproductive intergovernmental conflict and litigation,
as well as unproductive attempts to legislate statewide change; and
WHEREAS, several chief elected officials in Waukesha County have proposed that Wisconsin law be
changed to permit Waukesha County to use a planning process to bring about stable, permanent local
government boundaries, including the elimination of unincorporated territory; and
WHEREAS, that proposal has been termed the "21" Century Vision for Waukesha County Municipalities";
and
WHEREAS, the proposal has been embodied in a dfaft bill that would establish the desired planning
process and ultimately result in the division of all of Waukesha County into cities and villages and require
all cities and villages to provide police and fire protection services; and
WHEREAS, the Common Council of the City of Muskego concurs in the proposal put forth by the group of
chief elected officials and desires to work with all parties concerned in achieving the 21"Century Vision
through enactment of the proposed legislation and execution of the planning process.
NOW. THEREFORE. BE IT RESOLVED: 0 m: That the Common Council of the City of Muskego hereby indicates its support for achievement of
the 21" Century Vision for Waukesha County Municipalities as proposed by the group of chief elected
officials.
SECOND: That the Common Council of the City of Muskego hereby indicates its support for the
legislation drafted to implement the 21'' Century Vision proposal.
THIRD: That the Common Council of the City of Muskego hereby expresses its willingness to work with
the Southeastern Wisconsin Regional Planning Commission in carrying out the planning process outlined
in the proposed legislation.
BE IT FURTHER RESOLVED that the Clerk is directed to provide certified copies of this resolution to all
members of the Waukesha County legislative delegation, the Waukesha County Clerk, and the Executive
Director of the Southeastern Wisconsin Regional Planning Commission.
