SITING RESOLUTION
PROPOSED EXPANSION OF
METRO RECYCLING AND DISPOSAL FACILITY
(Waste Management of Wisconsin, Inc.)
WHEREAS, The City of Muskego has been notified by applicant, Waste Management of
Wisconsin, Inc., by copies of notices to the other Affected Municipalities as to a proposed
expansion of a waste facility site in the City of Franklin; and
WHEREAS, The City of Muskego has been notified in the above manner and the City has a
right according to the prior negotiated landfill agreement to be involved in negotiations and
possible arbitration over said site as an Affected Municipality.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1 The name and location of the municipality is the City of Muskego located in Waukesha
County, Wisconsin with its principal offices being located at Muskego City Hall, W182
S8200 Racine Avenue, Muskego, Wisconsin 53150, (262) 679-4100.
2. As close as can be determined by the City of Muskego, the applicant for said site is
Waste Management of Wisconsin, Inc., W124 N8925 Boundary Road, Menomonee
Falls, Wisconsin 53051
3. That a map of the expansion site as provided by Waste Management of Wisconsin, Inc.
is attached hereto, made a part hereof and marked Exhibit "1"; the landfill expansion site
based on representations made by Waste Management of Wisconsin, Inc. will be
situated on property owned or controlled by Waste Management of Wisconsin, Inc.
having the following legal description: All property owned or controlled by Waste
Management of Wisconsin, Inc. as more specifically described in the Notice from Waste
Management of Wisconsin, Inc., a copy of which is attached hereto and made a part
hereof and marked "Exhibit 2."

I 4. The City of Muskego does intend to negotiate and, if necessary, arbitrate with the

applicant concerning the proposed facility.
5. The City of Muskego does hereby appoint the following one member to the local
committee. Following the name of the member is the address of said member

RE: Proposed Expansion of the Metro Recycling and Disposal Facility (RDF), a
Division of Waste Management of Wisconsin, Inc.
0 Dear Ms. Welch:
Waste Management of Wisconsin, Inc., (“Waste Management”) operates the Metro RDF, a solid
waste disposal facility located in Section 31, in the City of Franklin, and is proposing an
expansion of this facility. The proposed expansion is in proximity to and East of its existing
landfill. This expansion will be located entirely within the City of Franklin, Milwaukee County,
Wisconsin.
Pursuant to Section 289.22, of the Wisconsin Statutes, [Wis. Stats.), Waste Management is
hereby requesting from the Town of Raymond a list of all applicable local approvals for which
applications are required or, in the alternative, a statement that there are no applicable local
approvals.
The following information regarding the proposed expansion of the Metro Recycling and
Disposal Facility should prove helpful in compiling this list:
1 The applicant is Waste Management of Wisconsin, Inc.
2. The address of the applicant is 10712 South 124’ Street, in the City of Franklin,
Milwaukee County.
3. The type of the proposed expansion is a solid waste disposal facility.

0 4. The location of the expansion is shown on the enclosed Drawing, attached hereto and
m:ide a part hereof.
5. The landfill expansion will be situated in the East $4 of Section 31, and the West $4 of
Sdon 32, City of Franklin.
6. The municipalities, which are required to be notified, are the City of Franklin, Town of
Enclosed please find a Waste Facility Siting Board standard notice, which informs you of the
process under Section 289.33 Wis. Stats. Specifically, you should be advised that pursuant to
Section 289.22 Wis. Stats. you must respond to this request within 15 days of its receipt.

undersigned.
