APPROVAL OF AGREEMENT BETWEEN
THE CITY OF MUSKEG0 AND
WELCH HANSON AND ASSOCIATES, INC. FOR
ENGINEERING SERVICES
WHEREAS, The EngineeringlBuilding Inspection Director has proposed that the City
enter into an Agreement with Welch Hanson and Associates, Inc. to provide
engineering reviews for subdivision plans, certified survey maps, legal descriptions
and easement documents; and
WHEREAS, The Finance Committee has reviewed the attached Agreement and has
recommended approval.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon the recommendation of the Finance Committee, does hereby approve
the Agreement between the City of Muskego and Welch Hanson and Associates, Inc.,
as amended, to provide engineering services subject to review and approval of the
City Attorney.
BE IT FURTHER RESOLVED that the Mayor and Clerk-Treasurer are hereby
authorized to execute the agreement in the name of the City.

Committee Members:
Enclosed please find a copy of an engineering Services proposal from Welch
Hansen and Associates. The proposal would allow the subdivision plants, C.S.M.’s,
legal descriptions and easement document reviews that are currently being reviewed
by IUM to be sent to Welch Hansen for review.
In the past, Mr. Jamie Beaty was completing the reviews on behalf of EUM.
Jamie has over 10 years of experience as a RLS accredited survey crew chief and 8
years of experience as a land development surveyor for the City of Muskego. Jamie
has changed positions, and is now working for Welch Hansen. Since Mr. Beaty has
left R/M, we have been experiencing several problems relating to the reviews of the
plats, C.S.M.’s and other easement documents.
It is my opinion that by sending these reviews to Welsh Hansen that several if
not all of these problems will be resolved, thus accomplishing the intent of sending
these items off for review to help the City’s staff, instead of creating additional work
for the City staff.

Dear Sean,
As per your request, we are pleased to submit the following agreement. If it meets with your
approval, please sign one copy of this agreement, return it to us in the enclosed, self-addressed,
stamped envelope, and retain a copy for your records.
We will commence with the requested work upon receipt of the signed agreement.
SCOPE OF SERVICES:
I. Welch, Hanson & Associates will review and comment on: Certified Survey Maps,
Subdivision Plats, Plat of Surveys, and other survey related documents on an "as-needed
basis".
2. Welch, Hanson & Associates will provide the City with separate proposals for survey
work to be performed for the City on a project specific basis. It is anticipated the City
may have a need for the following survey services:
a. Certified Survey
b. Subdivision Plats
c. Plat of Surveys
d. Surveys for right-of-way andlor easement acquisition
0 COMPENSATION:
Services will be provided by Welch, Hanson & Associates, for Item 1, on a time and expense
basis, to be billed monthly. The billing rate for the remainder of the year 2000, and through June
30, 2001 will be $72 per hour. Each project will be assigned a sub-number, such as 12742.01,
etc., in order that you can easily assign the costs to the appropriate developers or owners.

For Item No. 2, Welch, Hanson & Associates will provide a project specific cost based upon the
scope of services for each project.
WORK SCHEDULE:
We will perform each review within the time frame, as requested by the client. Mr. James Beaty,
of our ofice, will be the project manager and main contact person.
CONFLICT OF INTEREST AGREEMENT:
1. Not to represent a developer or owner in such matters that would conflict with the duties
and responsibilities of the Consultant as undertaken on behalf of the City, or that might
hereafter affect the representation of the City by the Consultant.
2. It is our understanding this agreement would not preclude Welch, Hanson & Associates
from responding to RFP’s sent out by the City for engineering services on municipal
projects.
AUTHORIZATION:
The receipt of one signed copy of this agreement shall be considered authorization to proceed
with the described services.
We appreciate this opportunity to submit this “Survey Related Services” agreement, and look
forward to working with you and the City.
