CCR2000010COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #lo-2000 RESOLUTION TO CREATE POSITION OF CLERK-TREASURER SECRETARY WHEREAS, The Finance Committee has reviewed a request to create a full-time AFSCME position to serve as Secretary to the Clerk-Treasurer and recommended approval; and WHEREAS, The pay grade of the position is C&T10 with a 2000 starting rate of $9.36/hour, increased to $9.94ihour after six months; the points for the position are as follows: KN 4Ilp(142), PR 3Ce(30), AR CII2b(46), WC AIL(0) for a total of 218 NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby approve of the full-time AFSCME position of Clerk-Treasurer Secretary as detailed above. City of Muskego Position Description Name: Department: Clerk-Treasurer Position Title: Secretary Pay Grade: Date: 1 January, 2000 Reports To: Clerk-Treasurer Purpose of Position The purpose of this position is to perform a variety of clerical and secretarial tasks for the Clerk-Treasurer Department. The work is performed under the supervision of the Clerk-Treasurer and deputies. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Composes correspondence and reports for Clerk-Treasurer and Deputies. Types a variety of written material from rough draft, dictation, or oral instruction. Takes and transcribes minutes of Clerk-Treasurer staff meetings and types minutes of Department Head meetings from notes or dictation. Processes claims/lawsuits; automobile insurance additionddeletions; property insurance additions/deletions; and maintains spreadsheevfiles and all. Maintains spreadsheet of insurance certificates and performance and payment bonds on file for projects, sends notices, obtains and files renewals. Prepares timelines, public hearing notices, mailings, affidavits, etc. for Special Assessment projects. Transfers all Council resolutions and ordinances and Council and Committee meeting minutes to Web site. Manages the document imaging of all minutes, resolutions, and ordinances. Acts as floater within department by performing receptionist and clerical tasks of department staff to provide coverage for vacations, sick time, breaks, and peak work periods, including but not limited to answering the telephone, greeting visitors. assisting with receipt of payments, license applications, and voter registration. Photocopies and faxes materials. Performs routine maintenance of copy machine. Programs and maintains fax machine numbers. -2- Sorts, files and retrieves documents and other printed materials. Assists in preparing, collating and distributing meeting materials. Sets up meeting rooms, including putting up signs, setting out the necessary documentation, and setting up recording equipment and microphones. Works on special projects as assigned by Clerk-Treasurer, Additional Tasks and Responsibilities While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Assists Deputy Clerk with various keyboarding tasks including Council preparation and correspondence. Transcribes meeting minutes from recorder, Minimum Training and Experience Required to Perform Essential Job Functions High school diploma or equivalent, vocationalltechnical training in secretarial skills, one to two years clerical/secretarial experience with public contact and PC word processing and spreadsheet experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Physical and Mental Abilities Required to Perform Essential Job Functions Language Ability and Interpersonal Communication Ability to classify, compute and tabulate data and information, following a prescribed plan requiring the exercise of some judgment. Ability to compare, count, differentiate, measure and sort information. Ability to assemble, copy. record and transcribe data and information. Ability to explain, demonstrate and clarify to others within well established policies, procedures and standards. Ability to follow specific instructions and respond to simple requests from others. Ability to utilize a wide variety of reference data and information such as maps, tax statements, meeting agendas and minutes, invoices, letters, license applications, general operating manuals, schedules, procedures, and guidelines. Ability to communicate effectively with City officials, City employees, and the general public. Mathematical Ability Ability to add, subtract, multiply and divide, calculate percentages, fractions, decimals. Physical Requirements Ability to operate a variety of office equipment including computer terminal, audio recorder, typewriter, telephone, fax machine, calculator, transcriber, photocopier, mail processing equipment, and document imaging equipment including scanner Ability to coordinate eyes, hands, feet and limbs in performing semi-skilled movements such as data entry. Ability to exert very moderate physical effort in sedentary to light work, typically involving some combination of stooping, kneeling, crouching, crawling, lifting, carrying, pushing and pulling. Ability to recognize and identify individual characteristics of sounds associated with job- related tasks. Ability to sustain prolonged visual concentration.
