CCR1999138COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #138-99 APPROVAL OF AGREEMENT WITH MUSKEGO-NORWAY SCHOOL DISTRICT FOR LIAISON OFFICERS WHEREAS, The Common Council of the City of Muskego in Resolution MO-99 indicated its intent to continue participation in the sharing of services of Police Liaison Officers; and WHEREAS, The Finance Committee has recommended approval, NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby approve the attached 66.30 Cooperative Contract between the City of Muskego and Muskego- Norway School District to Share the Services of Police Liaison Officers for 1990-2000. Nancy Salentine This is to certify that this is a true and accurate copy of Resolution #I 38-99 which was adopted by the Common Council of the City of Muskego. 8/99jmb e 66.30 COOPERATIVE CONTRACT TO SHARE THE SERVICES OF A POLICE LIAISON OFFICER 1999-2000 Contingent upon separate resolutions adopted by the Muskego-Norway School District and the City of Muskego, Wisconsin, the parties hereby mutually agree in this contract, pursuant to Section 66.30 of the Wisconsin Statutes, to the following conditions: 1. That said above parties agree and contract for the sharing of the service of three Police Liaison Officers as hereinafter set forth. 2. That the City of Muskego is to be the operator and fiscal agent for the Police Liaison Officer positions. 3. That the purpose of the Police Liaison Officers is to improve relationships between the Muskego-Norway School District and the City of Muskego Police Department. 4. That the Police Liaison Officers’ work schedule will be coordinated between the Muskego-Norway Schools and the City of Muskego Police Department. 5. That this contract shall be effective from July 1, 1999, through June 30, 2000. 6. That both parties will indicate their interest to continue this contract beyond June 30, 2000, by informing the other party no later than April 1, 2000. 7. That the Plan of Operation and Plan of Payments (Schedule A attached hereto) for this cooperative agreement shall be approved in advance of the contract signing by both the Mnskego-Norway School District and the City of Muskego. 8. That the Police Liaison Officers shall also serve as D.A.R.E. instructors. 9. That the Police Liaison Officers’ time will be spent in both Muskego High School, Bay Lane Middle School, and the Lake Denoon Middle School, the specific time for each to be mutually agreed upon between both the Muskego-Norway School District and the City of Muskego Police Department. 0 10. That the Police Liaison Officers provide the Muskego-Norway School District with a daily log of time and activities. 11. That work space will be provided by the Muskego-Norway School District. 0 12. 13. 14. 15. That clerical support will be provided by the City of Muskego Police Department. That any mileage and conferences will be provided by the City of Muskego. That any salary and benefit increases due the Police Liaison Officers through position classification discussions will be paid by the School District at 43.2%. That any salary and benefit increases due the Police Liaison Officer negotiated with the Officers’ Union for 1999/00 may be paid by the School District at 43.2%. The District’s portion of the Hundred Sixty-four and 29/100 fo fficers will be paid to the City of Muskego in increments of one-half (1/2) on the following schedule: 1. One-half, Forty-one Thousand Five Hundred Eighty-two and 15/100 on or before December 1, 1999. 2. One-half, Forty-one Thousand Five Hundred Eighty-two and 14/100 on or before June 1, 2000. B. Conditions 1. Additional costs in 1999/2000 due to pension or insurance increases will be paid by the School District at 43.2% for the replacement officer.
