CCR1999090COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #90-99 APPROVAL OF THIRD POLICE LIAISON OFFICER POSITION WHEREAS, The City of Muskego and the Muskego-Noway School District have agreed in principle that a third police school liaison officer position be implemented within the district for the 1999-2000 school year; and WHEREAS, The present program needs to be expanded to provide an officer at the new Denoon Middle School: and WHEREAS, The City was awarded $125,000 in grant funds over a three-year period by the U.S. Department of Justice for an additional police officer position; and WHEREAS, The school liaison officer will be an existing Muskego Police officer selected by a Joint School/Police Administrative Committee: and WHEREAS, The salary and fringe benefits for the replacement officer will be shared with the City paying 56.8% and the school district paying 43.2% and adjusted annually to reflect step increases, negotiated raises and benefit changes; and WHEREAS, The City and school district would enter into Section 66.30 Wisconsin Statutes Agreement regarding the funding arrangements; and WHEREAS, The school district will furnish the school liaison officer with oftice space, furniture, and some clerical support with the City providing replacement officer recruitment cost, training, uniforms and page costs estimated to total not more than $2,000 from the 1999 Police Budget and Contingency Account; and WHEREAS, The third school liaison officer will start in August of 1999 and the replacement position will not be filled until funding is approved by the Muskego-Norway School District; and WHEREAS, The first installment of the payment schedule due the City and grant proceeds would provide sufficient funds to hire the replacement officer after September 1, 1999. NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby approve of the third police school liaison officer position for the 1999-2000 school year beginning in August of 1999 with the City paying 56.8% of the officer's salary and benefits.
