CCR1997130COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #130-97 SUPPORT OF STATE TRANSPORTATION FUNDING FOR LOCAL GOVERNMENTS WHEREAS, since 1980, funding for local transportation has not This has put increased pressure on local property taxes; and kept up with the rate of inflation or local development needs. WHEREAS, according to the Legislative Audit Bureau, state payments for local transportation costs have fallen gradually since 1989 as local costs surpassed both aid appropriations and inflation; and WHEREAS, the Legislative Audit Bureau reported that the acceleration of new state highway construction projects in the revenue devoted to debt service. Even if the Governor and last ten years has dramatically increased the percentage of Legislature decide to increase transportation revenues this biennium, the higher debt service on state road projects will effectively prevent any real increases in local aid; and WHEREAS, the Local Transportation Coalition has proposed that a local government. The local share would be raised from the larger share of state transportation user fees be directed toward current level of about 42% to 65% over ten years. Federal revenues would continue to be spent on state and interstate highways. Under this proposal, the total state Department of Transportation budget would be split evenly between local and by each system.
