APPROVAL OF AGREEMENT WITH MUSKEGO/NORWAY SCHOOL DISTRICT
FOR LIAISON OFFICER
WHEREAS, the Common Council of the City of Muskego in
Resolution #62-94 indicated their intent to continue
participation in the sharing of the services of a Police Liaison
Officer; and
WHEREAS, the Muskego/Norway School Board has approved the 66.30
Agreement for the Police Liaison Officer position for 1994-1995.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the
City of Muskego, upon recommendation of the Finance Committee,
does hereby approve the attached Contract to Share the Services
of a Police Liaison Officer (1994-1995) between the
Muskego-Norway School District and the City of Muskego.
BE IT FURTHER RESOLVED that the Mayor and the Chief of Police
are authorized to execute the attached 66.30 Agreement.

66.30 COOPERATIVE CONTRACT TO SHARE
THE SERVICES OF A POLICE LIAISON OFFICER
1994-95
Contingent upon separate resolutions adopted by the Muskego-Norway School
District and the City of Muskego, Wisconsin, hereby mutually agree in this contract,
pursuant to Section 66.30 of the Wisconsin Statutes, to the following conditions:

That said above parties agree and contract for the sharing of the service of a
Police Liaison Officer as hereinafter set forth.
That the City of Muskego is to be the operator and fiscal agent for the Police
Liaison Officer position.
That the purpose of the Police Liaison Officer is to improve relationships between
the Muskego-Norway School District and the City of Muskego Police
Department.
That the Police Liaison Officer’s work schedule will be coordinated between the
Muskego-Norway Schools and the City of Muskego Police Department.
That this contract shall be effective from July 1, 1994, through June 30. 1995.
That both parties will indicate their interest to continue this contract beyond June
30, 1995, by informing the other party no later than April 1, 1995.
That the Plan of Operation and Plan of Payments (Schedule A attached hereto)
for this cooperative agreement shall be approved in advance of the contract
signing by both the Muskego-Norway School District and the City of Muskego.
That the Police Liaison Officer shall also serve as a D.A.R.E. instructor.
That the Police Liaison Officer’s time will be spent in both Muskego High School
and the Bay Lane Middle School, the specific time for each to be mutually agreed
upon between both the Muskego-Norway School District and the City of Muskego
Police Department.
That the Police Liaison Officer provide the Muskego-Norway School District with
a daily log of time and activities.
That work space will be provided by the Muskego-Norway School District.
-a 12. That clerical support will be provided by the City of Muskego Police Department.
13. That any mileage and conferences will be provided by the City of Muskego.
14. That any salary and benefit increases due the Police Liaison Officer through
position classification discussions will be paid by the School District at 43.2%.
15. That any salary and benefit increases due the Police Liaison Officer negotiated
with the Officers’ Union for 1995 may be paid by the School District at 43.2%.

PLAN OF OPERATION AND PLAN OF PAYMENTS
FOR POLICE LIAISON OFFICER
1994-95
Pavment Schedule
A. The District’s portion of the salary amount of Twenty Four Thousand Eleven and
65/100 Dollars ($24,011.65) will be paid to the City of Muskego in increments of
one-half (1/2) on the following schedule:
1. One-half, Twelve Thousand Five Dollm ar,d Eighty Two cents ($12,005.82)
on or before December 1, 1994.
2. One-half, Twelve Thousand Five Dollars and Eighty Three cent($12,005.83)
on or before June 1, 1995.
B. Conditions
0 1. Additional costs in 1995 due to pension or insurance increases will be paid
by the School District at 43.2% for the replacement officer.
