CCR1994097COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #97-94 APPROVAL OF PRACTICE/SHOW DATES ON LITTLE MUSKEGO LAKE Water Bugs Ski Team WHEREAS, representatives of the Water Bugs Ski Team, Inc., have Committee to use the dock facilities at Idle Isle Beach as a requested permission of the Parks & Recreation Board and the Finance take-off pier during specified dates and times; and WHEREAS, the Finance Committee and the Parks & Recreation Board have recommended approval of the use of the dock at Idle Isle Beach as a take-off pier between the hours of 6:30 PM and 8:30 PM (May through July) and 6:30 PM and 8:OO PM (August through September) on the following dates for May, June, July, August, and September: May 2, 3, 5, 9, 10, 12, 16, 17, 19, 23, 24, 26, 31 Jun 2, 6, 7, 9, 13, 14, 16, 20, 21, 23, 27, 28, 30 Aug 1, 2, 4, 8, 9, 11, 15, 16, 18, 22, 23, 25, 29, 30 Jul 5, 7, 11, 12, 14, 18, 19, 21, 25, 26, 28 Sep 1 WHEREAS, it is necessary that a certificate of insurance naming the City of Muskego as co-insured be submitted. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee and the Parks & Recreation Board, does hereby approve of the water ski practice and show use of the dock at Idle Isle Beach during the hours listed above, subject to a certificate of insurance for $1,000,000 coverage naming the City of Muskego as co-insured. BE IT FURTHER RESOLVED that said team shall, as required by law and/or ordinance, establish and mark pickup and drop-off areas with regulatory markers, obey other applicable laws and ordinances and remove said markers immediately after each session stated above and not replace them until just prior to the next session stated above. TIMES FOR SHOWS/PIiACTICES (The terms show and practice will be interchangeable throughout this agreement.): Show/practice times, 6:30 PM to 8:30 PM (May through July). If the parking lot is full, special parking for five (5) vehicles will be allowed along the service drive leading to the building marked "Authorized Vehicles Only." c. Contact person from Water Bugs Ski Team will be Jerry Hayden, President. An alternate contact person responsible from the Team will be Mark Schwalbach. The Team will designate their contact person who will be the Team's representative and who will receive any correspondence (or summons if this becomes necessary). These names will be submitted to the Parks and Recreation Board by the May meeting of the Board. 12. CONTACT PERBoN/PARKB MID RECREATION BOARD! The Parks and Recreation Board's contact person will be Peter Theis. The alternate contact person will be Gordon Jacobson. If circumstances would arise not covered by these rules, the Water Bugs must contact above person(8) for a decision. 13. 1NCL.EMENT WEATHER! If weather conditions result in a cancellation of a scheduled show/practice date, a make up date will be considered. The make up date must be confirmed in writing by Peter Theis date. and must be rescheduled within two weeks of the cancelled The attendant on duty at the park must be notified by the Water Bugs whenever a weekend show is cancelled so that cancellation is determined other than at the park (earlier in access to the area can be granted to the public. The City of Muskego and Parks and Recreation Department and Board must be listed as Ski Team, Inc. additional insureds on the insurance policy of the Water Bugs 15. WATER BUGS SKI TEAM, IAC. MEMBERSHIP! A substantiated complaint by a citizen(s), park attendant, water patrolman, lifeguard, police department, Parks and Recreation Board member, Parks Director, or Recreation Director. b. The Parks Director will contact the Water Bugs' contact person concerning consequences by phone with a follow-up date of the phone call will serve as the-notification of in writing whenever a complaint is substantiated. The denial of park use. (1) First Offense: Permission to use Idle Isle Park will be denied for the next two scheduled dates (practice and/or show dates). (2) Second Offense: Permission to use Idle Isle Park will be denied for the next four scheduled dates (practice and/or show dates). (3) Third Offense: Denial of remainder of year's schedule, and possible affect on next year's request. The Parks and Recreation Board will review use of the park in regard to the rules established for the Water Bugs at the June meeting. A checklist will be developed for the park attendant by Peter Theis.
