CCR1993073aAMENDED COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #73-93A Approval of Revolving Loan Fund Agreement with SEWRPC WHEREAS, the City of Muskego has adopted a Revolving Loan Fund (RLF) Plan; and WHEREAS, Southeastern Wisconsin Regional Planning Commission has proposed to assist businesses interested in applying for an RLF loan following approval of an applicant's pre-application form being approved by the Finance Committee and Common Council; and WHEREAS, the attached contract between the City of Muskego and SEWRPC has been recommended by the Finance Committee. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby approve the attached contract between the City of Muskego and SEWRPC. Cosson of the Commission staff You asked that the This letter is being provided in response to your telephone request of this substantive arrangements attendant to Commission staff assistance in the management of the City of Muskego Revolving Loan Fund (RLF) program described in our letters of March 1, and March 5, 1993, be restated in a single letter suitable for approval by the City. Accordingly, this letter is intended to constitute a final proposal to the City to provide the requested management assistance, and, as such, supersedes the prior correspondence in this matter. Please disregard the aforereferenced correspondence related to this matter The work to be conducted by the Commission staff in the management of the meet with prospective loan applicants and provide technical assistance in City RLF program would include responsibility for the following activities: 1) applying for funds from the RLF program; 2) assist prospective loan recipients in completing loan applications; and 3) review loan applications and provide a staff recommendation on RLF loan requests to the Common Council. Potential loan recipients would access the RLF program by making initial would be available through telephone consultation to assist City staff and contact with City staff and requesting a pre-application form. Commission staff applicant businesses in the completion of the pre-application form at no cost. Once the pre-application is completed, it would be forwarded to the City of Muskego Common Council for approval. If approved by the Common Council, the business would be requested to begin preparing the necessary documents to complete a formal application, At this time, Commission staff would be available to assist the business in completing the application process, and would request hour, not to exceed $800 per loan applicant and a total of $8,000 on an annual that the City reimburse the Commission for costs incurred at a rate of $40.00 per basis. The work to be conducted by the Commission staff would begin immediately and continue until either party to the agreement requests a termination, The City would reimburse the Commission for services provided under this agreement on a quarterly basis upon submittal of a Commission invoice and supporting documentation to the City. 0 Mayor Wayne G. Salentine March 22, 1993 Page 2 Commission staff assistance is also available for the following additional activities that would be initiated once an RLF loan is approved: 1) administer RLF loans by providing assistance with financial management, verification of job provide assistance, as needed, in the servicing of loans following the final creation and retention, environmental considerations, and loan closeouts; and 2) disbursement of all RLF funds. The cost of Activity No 1 would be negotiated on a case-by-case basis with the City following the approval of an RLF loan by the Common Council. The cost of Activity No. 2 would be negotiated on a case-by- case basis with the City following the closeout of the administrative phase of the RLF project. to the City to undertake this work.
