CCR1992226COMMON COUNCIL - CITY OF MUSKEGO AMENDED RESOLUTION #226-92 APPROVAL OF AGREEMENT WITH MUSKEGO/NORWAY SCHOOL DISTRICT FOR LIAISON OFFICER WHEREAS, the Common Council of the City of Muskego in Resolution #138-92 indicated their intent to participate in the sharing of the services of a Police Liaison Officer; and WHEREAS, the Muskego/Norway School Board at their meeting of August 10, 1992 approved the 66.30 Agreement for the Police Liaison Officer position. NOW, THEREFORE, BE IT RESOLVED that the Common Council Of the City of Muskego, upon recommendation of the Finance Committee, does hereby approve the attached Contract to Share the Services of a Police Liaison Officer (1992-1993) between the Muskego-Norway School District and the City of Muskego. Sanders This is to certify that this is a true and accurate copy of Resolution #226-92 which was adopted by the Common Council of the City of Muskego. 66.30 COOPERATIVE CONTRACT TO SHARE THE SERVICES OF A POLICE LIAISON OFFICER 1992-93 m Contingent upon separate resolutions adopted by the Muskego-Norway School District and the City of Muskego, Wisconsin, hereby mutually agree in this contract, pursuant to Section 66.30 of the Wisconsin Statutes, to the following conditions: 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 0 11. That said above parties agree and contract for the sharing of the service of a Police Liaison Officer as hereinafter set forth. That the City of Muskego is to be the operator and fiscal agent for the Police Liaison Officer position. That the purpose of the Police Liaison Officer is to improve relationships between the Muskego-Norway School District and the City of Muskego Police Department. That the Police Liaison Officer's work schedule will be coordinated between the Muskego-Norway Schools and the City of Muskego Police Department. That this contract shall be effective from July 1, 1992, through June 30, 1993. That both parties will indicate their interest to continue this contract beyond June 30, 1993 by informing the other party no later than April 1, 1993. That the Plan of Operation and Plan of Payments (Schedule A attached hereto) for this cooperative agreement shall be approved in advance of the contract signing by both the Muskego-Norway School District and the City of Muskego. That the Police Liaison Officer shall also serve as a D.A.R.E. instructor. That the Police Liaison Officer's time will be spent in both Muskego High School and the Bay Lane Middle School, the specific time for each to be mutually agreed upon between both the Muskego-Norway School District and the City of Muskego Police Department. That the Police Liaison Officer provide the Muskego-Norway School District with a daily log of time and activities. That work space will be provided by the Muskego-Norway School District. 12. That clerical support will be provided by the City of Muskego Police Department. 13. That any salary and benefit increases due the Police Liaison Officer through position classification discussions may be paid from the School District's 1992-1993 budget, not to exceed $1,283.24. 14. That any salary and benefit increases due the Police Liaison Officer negotiated with the Officers' Union for 1993 may be paid from the School District's 1993-1 994 budget. MUSKEGO-NORWAY SCHOOL QISTRICT CITY OF MUSKEG0 President Mayor SCHEDULE A PLAN OF OPERATION AND PLAN OF PAYMENTS FOR POLICE LIAISON OFFICER 1992-93 The Muskego-Norway School District has received a D.A.R.E. grant totaling Sixteen Thousand Ninety-one Dollars and No Cents ($16,091.00). Three Thousand Four Hundred Fifty-Six Dollars and No Cents ($3,456.00) from this grant will be designated for materials. The balance of Twelve Thousand Six Hundred Thirty-Five Dollars and No Cents ($1 2,635.00) will be designated toward the salaries of two D.A.R.E. officers. In addition, the Muskego-Norway School District has budgeted Eighteen Thousand One Hundred Seventy-One Dollars and No Cents ($1 8,171 .OO) to support the additional salary required for one of the D.A.R.E. officers to provide five (5) hours per day times one hundred eighty (1 80) school days. Any mileage and conferences will be provided by the City of Muskego. Pavment Schedule A. All D.A.R.E. grant funds received by the school district which are due to the City of Muskego will be distributed to the City of Muskego within 30 days of receipt by the school district. The school district will receive Two Thousand Seven Hundred Sixteen Dollars ($271 6) from the salary portion of the D.A.R.E. grant. B. The District's portion of the salary amount will be paid to the City of Muskego in increments of one-third (1 /3) on the following schedule: 1. One-third, Six Thousand Fifty-seven Dollars ($6057) on or before December 1, 1992. 2. One-third, Six Thousand Fifty-seven Dollars ($6057) on or before March 1, 1993. 3.
