CCR1991304a 0 COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #304-91 AUTHORIZE EXECUTION OF THE 1991-1992 LABOR AGREEMENT BETWEEN LOCAL 2414 AFSCME AND THE CITY OF HUSKEGO Telecommunicators Unit WHEREAS, a settlement has been reached between the negotiators for the City Of Muskego and the negotiators for the Telecommunicators Unit of Local 2414, AFSCME; and WHEREAS, the members of the Local have ratified the agreement; and WHEREAS, it appears that Paragraph 2 of 5.03 included in the 1987 Agreement was inadvertently omitted from the 1988 and 1989-1390 contracts and should be inserted into the 1991-1992 Agreement; and WHEREAS, the Finance Committee has recommended approval. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby authorize the Mayor and Clerk to execute the settlement agreement as attached between the Telecommunicators Unit of Local 2414, AFSCME, and the City of Muskego for the period of January 1, 1991 through December 31, 1992. BE IT FURTHER RESOLVED that Paragraph 2 of 5.03 which was inadvertently omitted from the 1988 and 1989-1930 contracts shall be inserted into the 1991-1992 Agreement as follows: Part-time employees regularly scheduled to work twenty (20) or more hours per week shall receive fringe benefits provided for in this Agreement on a prorated basis. Part-time employees regularly scheduled to work less than twenty (20) hours a week shall not be eligible for fringe benefits except jury duty benefits, and sick leave benefits, provided, however, that in the case of sick leave benefits, such part-time employees who terminate their employment shall not be entitled to payout under Article XV, subsection 10, of this Agreement, unless at the time of termination they have been a full-time employee for a period of at least twelve (12) months. THE MUSKEGO MUNICIPAL EMPLOYEES UNION LOCAL 2414 (TELECOMMUNICATOS UNIT) AFSCME, AFGCIO AND CITY OF MUSKEG0 TO BECOME EFFECTIVE JANUARY 1, 1991 Amend all dates where appropriate to reflect a two year agreement commencing January 1, 1991. Article IV - Retirement Program. Amend to provide 74C per hour effective Janllary 1, 1991, and 78C per hour effective January 1, 1992. Article Wl - Workdav and Workweek. Amend Section 7.04 to provide two fifteen (15) minute rest breaks. Article X - Overtime. Create a new Section 10.07 to read as foUows: Section 10.07. All employees shall be required to work assigned overtime as required by the staffing needs of the department to be determined by the Chief or hidher designee. It is agreed that before any employee is required to work overtime, the employer will seek qualified volunteers. Article XII - Leave of Absence. Create a new Section 12.04 to read as follows: Section 12.04. An employee who begins a leave of absence between the first and the fifteenth of the month shall accrue and be entitled to benefits until the end of that month. Thereafter, no fringe benefits shall accrue, or be available, to any employe while under a leave of absence. Employees who are on an authorized leave of absence shall be permitted to remain in the City’s insurance programs, provided they shall pay the full premiums therefor. Article XVlI - Insurance. Amend Stction 17.02 to read as follows: Section 17.02 During the year 1991, the Employer agrees to pay 100% of the cost of the second lowest HMO rate for single and family coverage for the insurance plans.
