CCR1987094COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION 1/94-87 A RESOLUTIOV IN OPPOSITION TO ASSEMBLY BILL 326 RELATING TO COLLECTION OF UTILITY BILLS WHEREAS. Assemblv Bill 326 would Dermit a landlord to elect to make a tenant liable for any utility service including cable service supplied to the tenant by a municipality, and WHEREAS, the said Assembly Bill 326 would not permit the placing of delinquent utility charges on the tax roll or a lien on the property, and WHEREAS, Assembly Bill 326 would require any municipality which operates a public utility to give written notice to the owner of power has been furnished by the utility if payment for service is any lot or parcel of real estate to which water, light, heat or owing and has been in arrears more than five (5) days. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby oppose said Assembly Bill 326 because: 1. It would Substantially increase the costs to all utility customers due to the administrative costs of preparing the notices required and the expenses of bringing a suit to collect the same. 2. It would substantially increase the costs to customers because of the administrative costs in monitoring all delinquent tenant accounts. 3. The said Assembly Bill 326, in effect, would make municipalities collection agencies for landlords at the taxpayers' expense. 0 BE IT FURTHER RESOLVED that a copy of this resolution shall be forwarded to State Senator Lynn Adelman and Assemblyman David Lepak.
