CCR1987068COMMON COUNCIL - CITY OF MUSKEG0 RESOLUTION #68-87 AUTHORIZING REQUESTING WISCONSIN LEGISLATURE TO MODIFY 600 HOUR ELIGIBILITY FOR WISCONSIN RETIREMENT SYSTEM WHEREAS, the State of Wisconsin has established and offered a state-wide Retirement System for all eligible full-time state, county and municipal employed personnel, and WHEREAS, this Retirement Program is administered through the Wisconsin Department of Employee Trust Funds, operating under specific rules and regulations, and WHEREAS, for the majority, individual employee contributions are being paid into the retirement system in total as a fringe benefit by each governmental entity, and WHEREAS, the retirement system has established a compulsory employee minimum eligibility of 600 working hours each year to participate, and WHEREAS, a number of municipalities throughout the state have, and continue to hire part-time employees, in the interest of eliminating increasing costs of employee fringe benefits, and WHEREAS, there will always be specific seasonal and other part-time municipal jobs for students and those who supplement family income with part-time work, and WHEREAS, a number of part-time municipal jobs are exceeding the 600 hour working minimum, making it necessary for the municipality to pay contributions to the retirement system which defeats the original intent of no fringe benefits to part- time employees. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Muskego, does hereby request the Wisconsin Legislature, in the interest of budgetary control and cost containment and to eliminate the excess administrative costs of monitoring part-time employment, that the 600 hours per year be modified to be more realistic. BE IT FURTHER RESOLVED that a more realistic figure for eligibility of part-time hours worked be established at 1000 hours per year being half of full-time employment. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the Governor, Municipalities. our members of the Wisconsin Legislature and to the League of Wisconsin DATED THIS DAY OF &nLp , 1987. 11 W aynHG.
