CCR1986267'* RESOLUTION #267-86 FINAL RESOLUTION AUTHORIZING AREA WIDE WATER CAPACITY ASSESSMENTS FOR WATER SERVICES UNDER WISCONSIN STATUTE 66.m AND LEVYING WATER CAPACITY SPECIAL ASSESSMENTS AGAINST BENEFITED PROPERTY ~ ~~~~ ~ ~~ "_" (WCA) WHEREAS, the Common Council of the City of Muskego, Wisconsin, held a public hearing at the Muskego City Hall at 7:OO P.M. on the 30th day of September, 1986, for the purpose of hearing all interested persons concerning the preliminary capacity special assessments for providing the availability of resolution and report of the City Engineer on the proposed water made a part hereof and marked Exhibit "A", and heard all persons water service in the area described in documents attached hereto, who desired to speak at the hearing. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Muskego, as follows: 1. That the report of the City Engineer pertaining to the above described water capacity, including any amendments and modifications thereto, and including plans and specifications, is adopted and approved. 0 2. That the Common Council shall advertise for bids and carry out the improvements in accordance with the report and any amendments and modifications thereto of the City Engineer. 3. That payment for said water capacity be made by assessing part of the cost to the property benefited as indicated in the report and amendments and modifications thereto. amendments and modifications thereto, do represent an exercise of 4. He shall provide a water truck within 24 hour notification from the City. If upon such notification the Contractor fails to comply, the City will have the work done and will deduct whatever costs are incurred from those project costs due the Contractor. 1.12 EROSION CONTROL The Contractor shall provide erosion control measures, as necessary, to control discharge of sediment laden water to surface waters. Overland discharge of water from dewatering operations shall not be allowed. Such water shall be piped directly to the surface water or shall be directed to sedimentation basins prior to discharge to surface waters. All costs incurred shall be the Contractor's responsibility. 1.13 DRAWING ERRORS Whenever the Contractor is in doubt as to the intent of the Drawings and Specifications or believes an error or conflict exists, he shall notify the Engineer before proceeding with constructed without such notification and clarification or the portion of the Work in question. The ductile iron pipe shall have a cement lining and shall be equal to Clow Super Bell-Tite gasket joint pipe with Style C-lead tipped rubber gaskets. Standard mechanical joint cast iron fittings as per ASA A21.11 shall be used. The contractor shall furnish and install 2 bronze serrated wedges in each joint of water main. All ductile iron water main and services in the Project shall be wrapped in Polyethylene film material. All requirements in the "Standard Specifications" referring to the polyethylene film envelope or wrap for the water main and services shall apply to this project. The costs involved to wrap the entire water main and services shall be included in the respective bid item given in the proposal form. All valves shall be Butterfly valves, Dresser 450 Butterfly; valves shall have non-rising stems, mechanical joint ends, or Pratt Groundhog; or Clow Style 2810 Butterfly (F53651.
