CCR1986211RESOLUTION #211-86 REQUESTING LEGISLATORS TO REVISE WISCONSIN'S MEDIATION-ARBITRATION LAW WHEREAS, the existing mediation-arbitration law empowers arbitrators to impose settlements when negotiation and mediation efforts fail with an all-or-nothing procedure, and WHEREAS, each side submits one last offer to the arbitrator, who selects one, but it cannot be changed at all, and the chosen proposal becomes the contract, and WHEREAS, more emphasis should be placed on settling disputes through mediation, and WHEREAS, the all-or-nothing procedure should be revised in order to allow the arbitrator to pick out pieces of each side's proposal, and WHEREAS, an arbitration panel made up of at least one local representative would better serve the needs of both the employer and the employee. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby request the Wisconsin Legislature to revise the mediation-arbitration law to place more emphasis on procedure to allow the arbitrator to pick out pieces of each settling disputes through mediation, amend the all-or-nothing side's final proposal, and create an arbitration panel to include one local representative. e DATED THIS 23~~ DAY OF s FQTEEm BER , 1986.
