CCR1986169RESOLUTION #169-86 RECOMMENDATION TO LEGISLATORS REGARDING CALCULATION OF STATED SHARED REVENUE WHEREAS, the State of Wisconsin has a long history of sharing its tax revenues with municipalities, and WHEREAS, Wisconsin state government has traditionally been a partner with local government in providing essential public services, and WHEREAS, municipal governments perform services which the State would have to perform if municipalities did not accept that responsibility, and WHEREAS, the State of Wisconsin historically has used a activities but also to lessen the reliance of local governments progressive tax source, the income tax, to not only fund its own on their primary but regressive tax source, the local property tax, and WHEREAS, the State increased the cost of employer pension premiums by 20% two years ago with little regard for the fact that that drove up local costs, and WHEREAS, most of the dollars in the present shared revenue which were denied local tax authorities when the State exempted account can be traced back to replacement dollars for revenues such properties as inventories and livestock, manufacturers' machinery and equipment, motor vehicles, intangibles, etc., and WHEREAS, the Federal Government is changing its funding policy, and WEREAS, City homeowners and other City property taxpayers will have to bear the brunt of State actions freezing shared revenue dollars, and WHEREAS, the diversion of normal growth in the present shared and revenue system has resulted in higher municipal property taxes, WHEREAS, the Wisconsin legislature met in special session in January, 1986 to deal with a projected deffcit in the current State budget, and WHEREAS, shared revenues are used by municipalities to provide property tax relief. 0 Resolution #169-86 Page Two NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby petition the governor and new legislature to increase future shared revenues by no less than the rate of inflation. BE IT FURTHER RESOLVED that the Council directs the City Clerk to submit a copy of this resolution to our legislators and request that they keep the City of Muskego informed of their intended legislative action on this matter.
