CCR1986020RESOLUTION #20-86 APPROVAL OF RULES AND REGULATIONS FOR ROOM USE (CITY HALL/LIBRARY) BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby Hall/Library as attached. approve of the Rules and Regulations for Room Use for the City E COMMITTEE ATTEST : RULES AND REGULATIONS FOR THE USE OF CITY HALL/LIBRARY FACILITIES 0 1. All reservations for the use of the meeting rooms in the City HaWLibrary, including official City functions, shall be made through the City Clerk's office using the appropriate application form. Reservations must be renewed annually between December 1st and January 1st. 2. In making reservations, each civic group or other organization shall list by letter to the City Clerk the names of two persons who have the right or responsibility for requesting reservtions. Their responsibility shall include control of the group using the rooms and keeping the room clean. 3. Meeting rooms shall be used only by civic groups which are City of Muskego oriented and whose efforts are directed to the civic welfare of the Political, commercial, religious or labor groups other than Muskego community, works of charity and general City interest and benefit. municipal employees are prohibited. EXCEPTIONS: Other requests for the use of the City Hall/Library or meeting rooms may be made, in writing, for approval by the Finance Committee. 4. Individual or joint solicitations for funds, alms giving, sales of merchandise, seeking of gifts or requests, etc. for the purpose of profit is prohibited. EXCEPTIONS: Non-profit organizations are exempt from No. 4. 5. No part of the upper or lower lobbies, or the hallways connecting thereto, shall be used for displays or exhibits without prior permission of the City Clerk's office. 0 6. Unless specific exceptions are made, only the official flags of the United States, the State of Wisconsin and the City of Muskego shall be hung, displayed, or otherwise presented for public exposure. This rule shall apply to the interior premises of the City HaWLibrary and the immediate premises upon which the City Hall/Library is situated. 7. The City Hall/Library meeting room hours shall be as follows: Lion's Den - 4:30 P.M. - Midnight (Maximum 20 People - 20 chairs available) Muskego Room - 8:30 A.M. - Midnight (Maximum 250 People - 150 chairs available) Wisconsin Room - 8:3O A.M. - Midnight (Maximum 50 People - 40 chairs available) May be used by City officials and City employees onlyand for official Aldermen's Conference Room and Common Council/Board of Appeals Chambers: Clerk's office. City business purposes only. Reservations must be made through the City 8. The Common Council o€ the City of Muskego reserves the right herewith to hold any organization or its members individually liable for damages to the building, the equipment and facilities contained therein. Charges to repair damages or replace broken items will be assessed to the organization and/or members accordingly. -2- 9. Use of equipment loaned - instruction for use required. 0 10. Beer and other alcoholic beverages are prohibited on the premises. 12. Permission for the serving and/or cooking of food must must be obtained prior to use of facilities. 13. In the event of minors using the meeting room, there shall be at least two chaperons present for each 25 minors using the facility. The chaperons shall attend the entire event. 14. Anyone using the facilities or being on the premises of the City Hall/Library will be expected to exhibit proper behavior at all times. use privileges. Each individual room organizer shall be responsible for securing building as posted and turning off all lights. 18. Storage: If a group intends to use the same room regularly for a one year period or longer, application may be made for a storage cupboard for the storage of the groups items. If a lock is desired, it must be installed by the City's maintenance department, with a duplicate key being retained by the City. Cost of the lock and installation must be paid for by the group. a. Heating and air conditioning are pre-set and programmed according to 0 current conditions and may not be adjusted. 21. GENERAL GUIDELINES MUSKEG0 ROOM - WISCONSIN ROOM - LION'S DEN Smoking Permitted in Designated Areas Only. Please use courtesy during City Hall and Library work hours, and while other rooms are being used. Organization is responsible for arranging of tables and chairs for their meeting. No chairs or tables may be removed from rooms. No chairs or tables may be brought in by outside groups. Groups are responsible for cleaning the areas used. Cleaning equipment is located in the south Exit stairwell. Groups may meet only in the areas requested and approved by the City Clerk's office/Finance Committee. Groups are responsible for locking all outside doors, except the main middle entrance doors if a City meeting is still in progress. Restrooms are located on the lower level at the west end of the complex. Projectors and Screens may be checked out with the Library with prior approval. Room Capacities: Muskego Room - 250 People (150 Chairs Available) (40 Chairs Available) (20 Chairs Available) Wisconsin Room - 50 People Lion's Den - 20 People 12. Muskego Room Only: The movie screen and platform may be used only with prior approval. M-Mules GENERAL GUIDELINES KITCHEN / \ 1. Organizations which use the kitchen are responsible for keeping it clean and neat. Maintenance may include any andlor all of the €allowing: a. Wiping Counters and tables with damp cloth or sponge. b. Keep Appliances Clean. d. Sweep or mop and wipe up any spills. C. Clean Sink. e. Dispose all trash in receptacle in room. f. Wrap all food garbage and dispose neatly. 2. Pouring of grease or putting food down the sink drain is prohibited. (No disposal - must use container). 3. All lights and appliances must be turned off when group leaves. 4. Check to make sure no food remains in refrigerator or elsewhere in KitchenIMuskego Room. 5. Dishwasher - permission to use and instructions must be obtained from Clerk's staff. 6. If using kitchen while another group is in Muskego Room, use courtesy. 7. Prior permission is required to use the Steam Table. 8. Acquaint yourself with the location and use of the fire extinguishers, exits and elevator. 9. Use only designated storage areas. 10. Please leave the room looking as you would wish to see it on your next visit. 11. Cleaning equipment is located in the south Exit stairwell. Please return after use. 12. Groups are required to provide their own cleaning supplies (dish detergent, dish towels, cleaning cloths, etc.), utensils, dishes, pots and pans, etc. 13.
