CCR1984148RESOLUTION #148-84 AUTHORIZING EXECUTION OF AGREEMENT BETWEEN MUSKEG0 PROFESSIONAL POLICEMAN'S ASSOCIATION AND THE CITY OF MUSKEGO WHEREAS, a settlement has been reached between the Negotiators of the City of Muskego and the Muskego Professional Policeman's Association, and WHEREAS, the members of the Muskego Professional Policeman's Association have ratified the agreement, and WHEREAS, the Finance Committee has reviewed the agreement. THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby authorize the Mayor and City Clerk to execute the labor agreement between the Muskego Professional Policeman's Association and the City of Muskego for the year beginning January 1 , 1984. The parties, therefore, agree to amend the 1985 collective bargaining agreement between them as follows: 1. 0 ARTICLE V WAGES salaries for the affected classifications shall be as follows: Section 1 - Effective January 1. 1984, the annualized Patrol Officer Investigators and Juvenile Officers $26,122.71 Patrol Sergeants Start After 6 months $25,7L9.53 $26.849.66 -1- 2. For employees working a 5-2 work week, when a holiday falls on a Saturday or Sunday, the holiday shall be celebrated on the preceding Friday or the following Monday, respectively. The above language shall not be construed to apply -2- 4. ARTICLE V WAGES shall be amended to read as follows: A uniform allowance of One Hundred Dollars ($100.00) per year shall be paid to each employee at the payday nearest December 1st of each year. Partial payments shall be prorated on months of ser- vice. Section 5 - Uniform Maintenance - The first paragraph three of this Section shall remain as per the 1983 Agreement. The parties agree that paragraph two and paragraph 5. ARTICLE IX SICK LEAVE to read as follows:. All full-time employees shall earn and shall be granted sick leave with pay at the rate of one and one-quarter (It) days per months, accumulative to one hundred thirty (130) days. Employees shall be credited with all sick leave accrued prior to the effective date Section 1 - The parties agree to amend this Section 0 of this Agreement. 6. GRIEVANCE PROCEDURE ARTICLE IV Section 2 - Procedure C. STEP 4 - (a) The parties agree to amend this Section to read as follows Not later than fifteen (15) days, after the written response required in Step 3, either party can request the Wisconsin Employment Relations Commission to name an arbitrator from its staff. 7. ARTICLE VI VACATIONS 5 a new paragraph which says: During the months of June one time shall be two (2) weeks, or fourteen (14) consecutive through August, the maximum vacation period allowed at any days, including regular days. Additional periods can be requested off after the seniority pick referred to above Section 5 - Add to the current language in Section -3- is completed. Vacation selection after the seniority pick outlined above, including single day vacations, shall be on a first come, first serve basis subject to the approval of the Chief or his designee and in keeping with the neces- sary staffing requirements. A request for a single day off may not be made more than thirty (30) days prior to the requested day off. Section 7 - Amend to read as follows: The normal vaca- tion period shall be defined as the number of days of vaca- tion necessary to vacation from a duty week of an employee's regular work schedule (i.e., four or five days, depending upon the employee's regular work schedule under Article V, Section l(a)). No more than two (2) compensatory days will be allowed as additional days in conjunction with the vacation period. The parties agree further that once each vacation year, employees will be allowed to combine their remaining single vacation days with necessary compensatory days or floating holidays to provide for an additional vaca- tion period, for the purpose of paid time off. Such combina- tion shall be subject to the approval of the Chief or his designee and in keeping with the necessary staffing require- ment s. in as follows: It is understood and agreed that employees Section 1 - Add to the current language appearing there- shall be required to take their vacation by complete vacation periods, with the leftover single days of vacation being taken pursuant to this policy as outlined below. This means a 4-2, 4-2 schedule would be required to take two (2) four-day that an officer entitled to ten (10) days of vacation working vacation periods, plus two (2) remaining single days of vacation. Section 10 - Add a new Section 10 to read as follows: All vacation selections, once made, may not be cancelled, except in the event of an emergency. The definition of emergency shall be understood to include lack of available manpower to meet shift minimums. Vacations may be changed at the request of the officer with the approval of the Chief. It is understood and agreed that the Chief shall not act in an arbitrary or capricious manner. -4- 8. HEALTH AND WELFARE ARTICLE VI1 that for the life of this Agreement, the City shall contri- bute towards the cost of health insurance coverage under the current Blue Cross-Blue Shield health package, the amount of One Hundred Ninety-Nine and 27/100 Dollars ($199.27) for family coverage, and Seventy-Six and 82/100 Dollars ($76.82) per month towards single coverage. The City agrees further the option of a health maintenance organization as provided to make available to employees so desiring to participate, with a prescription rider, or the Good Samaritan Health Main- for by Blue Cross-Blue Shield in their Comp Care program with a prescription rider, at no cost to the employee. tenance Organization with prescription rider, or Maxicare Health Insurance - Amend to read: The parties agree The City agrees further, to provide as an alternative to the health maintenance organization, the same hospital and surgical insurance, including major medical, out patient and diagnostic coverage, during the term of this Agreement as was in effect and provided by Blue Cross-Blue Shield on December 31, 1983. The parties agree that beginning August 1, 1984, for those employees covered hereunder, who agree to continue to be covered by the current Blue Cross-Blue Shield health insurance coverage shall, for the life of this Agree- ment, agree to pay towards the cost of such coverage Twenty- Six and 35/100 Dollars ($26.35) per month for family cover- age, and Seven and 4/100 Dollars ($7.04) per month for single coverage. From January 1, 1984, to August 1, 1984, this amount shall be paid by the City. 9.
