RESOLUTION OPPOSING THE PROPOSED MILWAUKEE METROPOLITAN
SEWERAGE DISTRICT PLAX ENTITLED "MANAGEMENT PLAN FOR THE
REPAIR AND REHABILITATION OF LOCAL SANITARY SEWER SYSTEMS
WHEREAS, the Milwaukee Metropolitan Sewerage District has submitted
a plan for approval by the municipalities services by the district
which would result in the repair and rehabilitation of local san-
itary sewers, and
WHEREAS, the plan provides that the repair and rehabilitation of
local sanitary sewers shall be borne by the district, and
WHEREAS, the proposed plan is different than that of the one which
was previously submitted by the Milwaukee Metropolitan Sewerage
District in that the cost of the elimination of excess infiltration
and
inflow in the service area was to be borne by the local communities,
WHEREAS, the City of Muskego has joined in the pending case of the
City of Franklin vs. Metropolitan Sewerage Conmission, et al, Case
#531-895 in the Circuit Court of Milwaukee County which in essence
is expousing the local communities historic rights of self-govern-
ment, and
WHEREAS. the City of Muskego is conunitted to the principal of local
sewer rehabilitation to reduce clear water irliiiltrati.on and is
opposed to the conceht of the district financing, and
WHEREAS, the City of Muskego wi.shes to begin the rehabilitation of its sewers as quickly as uossible,
NOW, THEREFORE, BE IT RESO!,VED by thc Common Cc11.1nciI. of the City
of Muskego that the Districr !Jide financing 7ro.visicns of January,
1981, "Implementation Plan E3r Local Sewc!r~Rehabill tation" is.
hereby reje.cted
BE IT FURTHER RXSOLVED that the Model Resol.ution by the MMSD as
appendix D is also rejected
