RESOLUTION EXPRESSING CONCERN OVER THE PROPOSED LANDFILL
AND DEVELOPMENT PROJECT IN THE CITY OF FRANKLIN

WHEREAS, The Department of Natural Resources has been involved in
proposed Franklin Landfill and Development Project, and
the preparation of an Environmental Impact Statement for the
WHEREAS, the proposal provides for the expansion of an existing
landfill to 100 acres which upon completion would provide a
recreational facility for the Milwaukee - Waukesha area, and
WHEREAS, the City of Muskego will be both directly and indirectly
affected if the proposal is approved, and
WHEREAS, the Cornon Council of the City of Muskego recognizes the
need for a properly located and maintained landfill in order that
the needs of the greater Milwaukee Metropolitan area can be
served, and
WHEREAS, there would be several potential adverse affects on the
City of Muskego and its residents if the proposal were approved,
THEREFORE, BE IT RESOLVED that the Cornon Council of the City of
Muskego does hereby respectfully urge the City of Franklin to
abandon its support for the proposed Franklin Landfill and
Development Project as set forth in the Environmental Impact
Statement prepared by the Bureau of Environmental Impact in
December, 1979.
BE IT FURTHER RESOLVED that the Common Council of the City of
Muskego does hereby urge the Department of Natural Resources to
consider the affect of the landfill on adjoining property owners,
and the many problems which would result because of increased
the quality of water of Big Muskego Lake-as well as the 'Root River
trucking activities on Highway "00" and Highway "45" since the
major access to the site is located on Highway "45".
BE IT FURTHER RESOLVED that the Cormnon Council also urges the
Department of Natural Resources to consider the problems which
as planned if a sufficient bond is not provided.

BE IT FURTHER RESOLVED that in the event the DNR determines that

material and require a bond of sufficient size to assure the

BE IT FURTHER RESOLVED that a copy of this resolution shall be
sent to the Department of Natural Resources and the City of Franklin.
