CCR1977176RESOLUTION #176-77 DENIAL OF GRIEVANCE OF MUSKEG0 PROFESSIONAL POLICEMAN’S ASSOCIATION WHEREAS, grievance was submitted to the City of Muskego by the Muskego Professional Policeman’s Association on May 3, 1977, April 27, 1977, and following a denial of that grievance by Police Chief Kraus on WHEREAS, a similar grievance filed on December 18, 1975, was denied by the Common Council, and WHEREAS, the Finance Committee after reviewing the matter with Chief Kraus and Patrolman Richard Koch as well as an opinion from the city’s chief negotiator, Roger Walsh, has recommended denial of the grievance, and WHEREAS, the grievance claims a violation of Article 13, Section 1, of the 1977 contract (Seniority), THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby deny the grievance filed May 3, 1977, for the following reasons : General Order #135, dated March 7, 1974, states that assignments and shifts are made according to certain criteria of which seniority Is the least important, and Article XfV of the contract contains a broad management rights claus and recognizes the city’s right to adopt reasonable rules in managing the department.
