CCR1976122RESOLUTION 8122-76 (As Amended) APPROVAL OF GUIDELINES FOR PROCEDURES FOR THE APPLICATION OF WASTEWATER RESIDUE ON AGRICULTURAL LANDS WHEREAS, the City of Muskego has received a request to permit the application of wastewater residue on agricultural lands, and WHEREAS, the Public Welfare Committee has recommended adoption of guidelines and procedures which must be followed by those making the request, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Public Welfare Committee, does hereby approve of the application of wastewater residue on agricultural lands in the City of Muskego for a trial period of one year. BE IT FURTHER RESOLVED that the Common Council of the City of Muskego does hereby adopt the guidelines and procedures for the application of wastewater residue which are attached hereto. PUBLIC WELFARE COMMITTEE ATTEST: CITY OF MUSKEG0 RECOMMENDED PROCEDURES FOR THE APPLICATION OF WASTEWATER RESIDUE The following procedures are recommended for the application of sewerage sludge to sites in the City of Muskego for the purpose of soil putrification. 1. The contractor shall review the site as its suitability to all DNR requirements including, but not limited to the following: a) Drainage including adjacent water courses. b) Surface slopes of the site. c) Location of existing dwellings and location of public and private wells adjacent to the site. d) Soil suitability for uptake of sewerage sludge including required nutrification. e) Existence of high ground water or high bed rock. 2. The contractor shall provide the necessary information to DNR in order for the DNR to evaluate the site and determine the application rate for the site. 3. The contractor shall haul the sludge to the site in a closed tank truck and shall take the necessary measures to prevent trucking of sludge andfor mud on public streets. 4. The contractor shall apply the sewerage sludge to the soil by one of the following methods: a) Hydraulically injecting the sludge into the soil. Injection pro- cedure should be controlled in order to eliminate sludge on the surface. b) Surface spreading of the sludge on the soil. If surface spreading is used, the site must be turned over immediately after spreading. Note: immediately means that no sludge shall remain on the soil for more than one hour prior to turning the soil over. 5. Prior to the contractor applying the sludge to the site, the contractor e shall provide the following information to the Building Inspection Dept.: a) Name and address of contractor. b) Name and address of site owner. c) Location of site. d) Size of site. e) The date or dates the site will be used for sludge application. f) Method of sludge application. g) Application rate to be used and if this rate has been approved by DNR. h) Confirm that the site has been approved by DNR giving name of DNR staff granting approval. 6. Permit will be limited to a one (1) year period. 7. There shall be a $25.00 minimum permit fee. 'e 8. Each permit shall require Comon Council approval.
