CCR1975235RESOLUTION #235-75 DECLARING A MORATORIUM ON MAJOR DEVELOPMENTS IN THE NORTHEAST AND NORTHWEST SEWER DISTRICTS WHEREAS, the Sewer Committee of the Common Council has recently reviewed the effectiveness of the northeast and northwest treat- ment plants as it relates to quality of treatment as well as quantity of flow, and WHEREAS, &he northwest plant has a designed capacity of 750,000 gals. per day and the northeast treatment facility has a designed capacity of $00,000 gals. per day, and WHEREAS, the sewage flow presently generated by users plus the flow estimated to be generated by residential development and industrial development previously comnitted by the Council is 740,000 gals. per day in the northwest district and 440,000 gals. per day in the northeast district, and WHEREAS, the Sewer Committee i6 of the opinion that no further major residential development should be permitted to connect into the city's sewer system so as to adversely affect the outlet stream or lake, and WHEREAS, the $ewer Committee has recommended that the Common Council declare a moratorium on the development of all major sub- division6 which would require municipal sewer service, and I e WHEREAS, a major subdivision is defined as any subdivision which creates more thav five (5) lots, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recomnendation of the Public Sewer Committee, does hereby determine that the designed capacity of the city's two sewage treatment facilities has nearly been reached and that any substantial increase in the flow caused by large develop- ments could have an adverse affect on the quality of treatment and on the quality of water of the outflow streams and does therefore declare a moratorium on the development of all major residential subdivisions in the northwest and northeast sewer districts.
