RESOLUTION REVISING NEGOTIATING PROCEDURES
FOR THE CITY OF MUSKEGO
WHEREAS, on the 26 day of June, 1973, the Common Council
adopted Resolution 8101-73 which acknowledged the Finance
Committee to act as its negotiating committee, and
WHEREAS, the Council recently authorized the Finance Committee
to engage the services of a professional negotiator, and
WHEREAS, the Finance Cornittee is of the opinion that the
presence of the professional negotiator negates the need
for the entire Finance Committee to be present at negotiations,
and
WHEREAS, the Finance Committee has recommended that the
negotiating committee will consist of the Mayor, one member
of the Finance Committee and the professional negotiator, and
WHEREAS, it was further recommended that one alderman, not a
member of the negotiating team, may attend negotiating sessions
as an observer.
THEREFORE, BE IT RESOLVED that the Common Council, upon the
recommendation of the Finance Committee, does hereby recommend
revising the present negotiating procedures as follows:
The negotiating committee will consist of the Mayor,
one member of the Finance Committee and the professional
negotiator. One additional alderman will be permitted
to attend as an observer only. The rotation of the
observer to be determined by the Council.
BE XT FURTHER RESOLVED that prior to the beginning of negotiations
the Council will meet as a committee of the whole to establish
parameters for the negotiating committee to follow.
