CCR1974268RESOLUTION #268-74 URGING PASSAGE OF M & E REPLACEMENT REVENUE BILL WHEREAS, the 1973-74 legislature adopted legislation which provided for what is known as M & E ewmption, and WHEREAS, under the adopted legislation the monies lostto the municipalities would be given back to them on a de-escalating basis until the point is reached where no revenues would be re- imbursed by the State to the municipalities, and WHEREAS, it is presently proposed that all revenues lost to the municipalities from the M & E exemption which come from shared taxes which would have been normally returned to the municipality anyway, and 0 WHEREAS, it is the opinion of the Common Council that the lost revenues should come from state general funds so that municipalities will not lose income, and WHEREAS, it is further the feeling of the Common Council of the City of Muskego that since the state government granted the M & E exemptions it should be paid out of state funds and the burden not shifted to property owners, and WHEREAS, a M & E Replacement Revenue Bill Could be considered in the special legislative session to begin November 19th which bill would provide for full payment of all revenues lost by municipalities from the M & E exemption out of state general funds , THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego does hereby urge the Governor and the State Legislature to seriously consider the ramifications of the M & E exemption bill as it presently exists and the resulting loss of revenues to the municipalities. BE IT FURTHER RESOLVED that the Governor and the State Legislature are urged to consider the adoption of a M & E Replacement Revenue Bill at the special legislative session which is scheduled to begin November 19th. BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Governor, Senator James Devitt and Representative to the Assembly James Rutkowski. DATED THIS DAY OF am&M] , 1974.
