CCR1973115RESOLUTION #115-73 (AS AMENDED) AUTHORIZING LT. SCHOLZ TO ATTEND THE F.B.I. ACADEMY IN WASHINGTON D. C. WHEREAS, the Chief of Police has requested that Lt. Richard Schole be granted permission to attend the FBI Academy in Washington D. C. from September 17,1973, to December 7,1973, at a cost of $275.00 plus wages of approximately $3,375.00. ‘MEREAS, the Public Safety Committee has recommended that the Common Council grant this request, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Public Safety Committee, does hereby grant to Lt. Schole a leave of absence with pay in order that he may attend the FBI Academy from September 17,1973, to December 7,1973, at a cost of $275.00 plus wages of approximately $3,375.00. DATED THIS 24th DAY OF July , 1973 PUBLIC SAFETY COMMITTEE Raymond Wallner ATTEST : City Clerk U (I 7/73 .ie August 9, 1973 To the Honorable Aldermen of the City of Muskego Gentlemen: At your last meeting on July 24, 1973, the Council adopted Resolution #115-73 permitting the attendance of a lieutenant to the F.B.I. Academy in Washington, D. C. At that meeting I expressed my concern that the fall of the year was not the time to be without the services of a lieutenant and that since he has a firm commitment for an appointment in early 1974 the matter could be better discussed during budget time when all personnel matters are reviewed. It is further my opinion that if the city decides to acquire additional personnel through the Omnibus CrFme Bill and for which an application has been submitted to the State, the absence of a lieutenant might not be nearly as critical as it would be during a time when there is claimed to be a lack of sufficient personnel in the Police Department. Since I think there are many ramifications to such an action, not the least of which concerns the logic of training a man for potential service elsewhere, I would urge the Council to reconsider their action and give the Public Safety Committee and the Finance Committee an opportunity to review it once more. Therefore, I have decided to veto your action on Resolution #115-73 and re- spectfully request that you sustain that veto. JJG/je July 27, 1973 I, Bette J.
