CCR1973102RESOLUTION 11102-73 EXPRESSING OPPOSITION TO ASSEMBLY BILL #882 a WHEREAS, there is presently before the State Legislature Assembly Bill 11882 which proposes to create a land resource council and a land appeals and review board, and WHEREAS, the proposed Bill 8882, although recognizing the need to protect health, safety, general welfare and quality of the public by adequately planning for and guiding the land use and development within the State, fails to acknowledge the rights of local communities to determine proper land use through their own legislative processes, and WHEREAS, many of the provisions of Bill 11882 are laudable and the Common Council of the City of Muskego acknowledges the premise that there is a need of coordination of planning when involving multiple communities, however, feeling that this can be best done on a cooperative basis with the State acting in an advisory capacity , and WHEREAS, the Common Council of the City of Muskego wishes to urge the Committee on Environmental Quality to review the bill and revise it in such a way as to provide for a land resource council as an advisory agent to local communities, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, recognizing some of the merits encompassed in Assembly Bill W882, does hereby urge the Committee on Environmental Quality to consider amending the bill in such a manner as to provide that the land resource council would not be granted rule-making authority but would be considered advisory only to local governments.
