CCR1972138RESOLUTION #138-72 AUTHORIZING PUBLICATION OF ADVERTISEMENT OF BIDS AND SETTING THE TIME FOR RECEIVING BIDS (Durham Meadows Subdivision) WHEREAS, in order to expedite the work and to give prospective bidders ample time in which to submit bids, it is deemed desirable to publish an advertisement for bids for proposed public improvements to serve respect to such work heretofore filed with the City Clerk for public inspection, such advertisement for bids to be subject to the reservation by the City of the right to reject bids as set forth below. * Durham Meadows Subdivision prior to a public hearing on the report with NOW, THEREFORE, BE IT RESOLVED, that the City Clerk shall cause to be published in the Muskego-Lakeland Hub, the official news- paper of the City, and in the Daily Reporter once a week for two successive weeks, the first such publication to be no later than Thursday, July 20, 1972, an Advertisement for Bids for the Con- struction and completion of the aforementioned public improvements, which advertisement shall be in the form presented to this meeting and annexed to this Resolution as Exhibit A. FURTHER RESOLVED, that the publication of such advertisement shall include therein the provision that the City reserves the right to reject any and all bids for any reason, including the reason that after the aforementioned public hearing it elects not to proceed with the work described in said advertisement. FURTHER RESOLVED, that nothing contained in this Resolution shall commit the City to take any action other than that herein expressly authorized. FURTHER RESOLVED, that the sealed bids and proposals received in response thereto shall be received by City of Muskego until 4:OO P.M. on August 4, 1972 at the City Hall, and shall be opened at such time and on such date by the Mayor, City Clerk and City Engineer. FURTHER RESOLVED, that the City shall distribute to prospective bidders a form of Instruction to Bidders, Proposal Form, and form of Specimen Contract which shall be consistent with the forms of such instructions, Basic Contracts and General Conditions to Contracts used by the City for the public improvements for Muskego Industrial Park, and as to Special Conditions of Contract and in other respects in such form as may be approved by the City Engineer, the City's engineering consultants and the City Attorney. ATTEST: Charles Foldy L Edwin Dumke City Clerk Exhibit A Durham Meadows ADVERTISEMENT FOR BIDS DURHAM MEADOWS SUBDIVISION CITY OF MUSKEG0 The Common Council of the City of Muskego, Wisconsin, gives notice that it will receive sealed proposals for the construction as general contractor of sanitary sewer mains, sewer and water laterals, surface grading including surface water drainage facilities and culverts and grading of streets, and paving of streets, all pertaining to the subdivision to be known as "Durham Meadows" which consists of a total of 63 lots, and all as follows: Item 1 - Sanitary Sewers (a) Approximately 3952 LF 8" San. Sew. Flushed Spoil Backfill (b) Approximately 120 LF 8" San. Sew. Gravel Backfill (c) 24 Manholes complete. Item 2 - Grading (a) 4,100 lineal feet rough and fine grading of all streets, lot line to lot line, per plans and specifications. (b) Installation of all culverts: 1 - 15" ea. 37' 5 - 18" ea. 40' 1 - 21" ea. 40' (c) Ditch work -- spreading of topsoil, seed and mulch from edge of pavement to lot lines, including ditches for 4,100 lineal feet of roads. Item 3 - Road Approximately 10,063 square yards of road base and paving. Item 4 - Laterals Approximately 61 Sewer and Water laterals. Plans and specifications may be obtained at the office of Ruekert & Mielke, 419 Frederick St., Waukesha, Wisconsin, upon depositing $100.00 for each set, which deposit will be returned upon surrender of plans and specifications in good condition. All bids shall be submitted on proposal forms prepared by the City for that purpose and shall be accompanied by deposit of a certified check, cash or a bid bond in conformity with Section 62.15(3), Wisconsin Statutes, in an amount equal to five per cent (5%) of said bid con- ditioned that the bidder whose proposal is accepted will, within ten (10) days after award of contract, execute and file the proper contract and performance bond, forms of which may be obtained from said City Clerk, for the doing of all such work at the price therein stated. Such deposit shall be forfeited in case any bidder whose proposal is accepted shall refuse to execute said contract and furnish performance bond as required. e Names of bidders must be on the current qualified list of contractors of the City, or, if not on such list, bidder must submit proof of responsibility on an approved form furnished by the City in accordance with Section 66.29, Statutes, prior to submitting proposal forms and at least five (5) days prior to the opening of bids. e The City of Muskego reserves the right to reject any or all bids, for any reason, including the reason that after a public hearing on such improvements the City elects not to proceed with the work as described herein. The City also reserves the right to accept any bid which may be to the best interest of the City. All bids submitted shall be general contractors' bids covering all of the items of work, and no bid will be accepted on any other basis. The contract shall be let in accordance with the provisions of Sections 62.15, 66.29, 66.293 and 289.16, Wisconsin Statutes. The minimum wage scale for work shall be in accordance with that scale on file in the office of the City Clerk. A schedule of commencement dates for the work and time allowed for completion is on file with the City Clerk and may be obtained with proposal forms.
