CCR1972036RESOLUTION #36-72 ESTABLISHING CERTAIN BENEFITS FOR THE EMPLOYES OF THE CITY OF MUSKEG0 WHEREAS the Finance Committee has recommended at certain fringe benefits be granted to City of Muskego employes for the year 1972, THEREFORE, BE IT RESOLVED that the Common Council of the City of Muskego, upon the recommendation of the Finance Committee, does hereby approve of the following benefits for employes of the City of Muskego: e GRIEVANCE PROCEDURE Any grievance or misunderstanding which may occur between the employee and the employer shall be handled in the following manner: Step One. The aggrieved employe shall present the grievance to the Department Head Step TWO. If a satisfactory settlement cannot be reached within two weeks, the aggrieved employe shall present the grievance to the Finance Committee of the Common Council. Step Three. If a satisfactory settlement cannot be reached within two weeks, the aggrieved employe shall present the grievance to the Common Council. OVERTIME All employes who work in excess of their normal regularly scheduled work day or regularly scheduled work week shall receive time and one-half for all of such hours worked. Members of the Highway Department shall receive double time for hours worked on Sunday and holidays. An employe may, with the Department Head's approval, take compensatory time off in lieu of overtime pay. 0 WORK DAY All full time Highway Department personnel shall work from 7:00 A.M. until 3:30 P.M. with one-half hour lunch period. All other full time employes working in the city hall, other than elected or appointed officials, shall work from 8:30 A.M. - 12:OO Noon and from 1:OO P.M. to 5:OO P.M. Library employes shall work 37% hours per week. Hours to be established by the Library Board. CALL IN ax Employes, when requested to work at a time not included in his regular work schedule, shall be paid a minimum of two hours at his applicable rate. Page 2. HOLIDAYS All employes shall be granted eight and one-half (8%) paid holidays each year. They are as follows: e New Year's Day Thanksgiving Day One-half day on Good Friday Day after Thanksgiving Memorial Day One-half day Dec. 24th July Fourth Christmas Day Labor Day One-half day Dec. 31st. The half day holiday will mean four (4) hours of time. VACATIONS (See Resolution #35-72) INSURANCE BENEFITS Accident and health insurance to be paid by the city 100 per cent. The city will pay for the cost of $10,000.00 group life insurance. Each full-time employe will be provided with a variable annuity retirement plan in accordance with agreement between Lincoln National Life Insurance Company and the City of Muskego. SICK LEAVE (See Resolution #34-72) TIME OFF FOR FUNERALS e (a) In the event of the death of a member of any employe's immediate family, up to three (3) days leave of absence with pay will be granted for the purpose of making funeral arrangements or attendance at funeral. (b) Immediate family is described as wife, children, parents, grandparents, brothers or sisters of the employe or his spouse. JURY DUTY In case an employe is called for jury duty, the city will pay the employe the difference between jury duty pay and that pay normally paid by the city. 0 PAY PERIOD Bi-weekly MATERNITY LEAVE Employes may be granted maternity leave without pay for the length of time deemed necessary by the employe's physician. The employe may be required to furnish a doctor's statement as to the date the leave of absence is to commence and one as to a return to work. e The employe shall be allowed to continue the hospitalization and surgical insurance and the life insurance at his expense during the leave of absence. The above shall be interpreted to mean - an employe on leave shall return to work when an opening occurs and said leave shall continue until such time. Failure to accept said opening and return to work shall terminate employment. Page 3. LEAVE OF ABSENCE Any employe who wishes to absent herself from her employment for any reason not specifically provided for in this resolution, may make application for a non-paid leave of absence from the city. All requests for leaves of absence shall be made in writing at least fifteen (15) days previous to the start thereof. In the event of emergency conditions, a shorter notice will be accepted. The city shall determine whether or not justifiable reason exists for granting a leave of absence. PROBATIONARY PERIOD All newly hired employes shall be considered probationary for the first ninfey (90) days of their employment. An additional ninety (90) days extension of the probationary period may be allowed if requested by the city. Continue employment beyond the first ninety (90) days, or completion of an extension of probation, of employment shall be evidence of satisfactory completion of probation and such employee at that time shall be eligible for all accrued benefits, retroactive to the date of employment. 8 e DATED THIS /y DAY OF , 1972 FINANCE COMMITTEE Frank Narlock Robert'Bu&ermeister ATTEST:
