CCR1967158RESOLUTION 9158-67 ASSESSMENT DISTRICT 83 PRELIMINARY RESOLUTION DECLARING INTENT TO EXERCISE SPECIAL ASSESSMENT POWERS UNDER SECTION 66.60, WISCONSIN STATUTES OF 1965. 'I) RESOLVED, by the Common Council of the City of Muskego, Wisconsin 1. The Common Council hereby declares its intention to exercise its power under s. 66.60, Wisconsin Statutes, for the following municipal purpose and to levy special assessments upon property within the following described area for special benefits conferred upon such property by reason of the improvement thereof by installation of sanitary sewers in that part of the City of Muskego as hereinafter described; said property to constitute an assessment district known as Assessment District 83, and further described as follows: All of Kirkwood Manor Subdivision; all of the following lots in Muskego Shores Subdivision, Lots 1 thru 6, Block 1, Lots 4 thru 11, Block 2, Lots 7 thru 12, Block 6, Lots 6 thru 18, Block 7, Lots 1 thru 12, Block 8, Lots 1 thru 18, Block 9, Lots 1 thru 15, Block 10, Lots 1 thru 7, Block 11, Lots 1 thru 15, Block 12, Lots 1 thru 22, Block 13; all of Southern Heights Subdivision except Lot 2, Block A and except Lots 1, 2, 3, and 26, Block B; all of Meadow Dale Subdivision; all of Rambo Subdivision; all of Krogman's Subdivision; all of Krogman's 1st Addition; all of the Michi Plat; all of Muskego Park Beach Subdivision; all of Chesterhill Subdivision; all of Westview Subdivision; all of the following lots in Ludwig's Subdivision, Lots 1 thru 5, Block 1, Lot 24, Block 3; all of Kingston on Muskego Subdivision No. 1; all of Kingston on Muskego Subdivision No. 2. Also including all unplatted lands in the following described locations: on Muskego Dr. from Lannon Dr. to Hiawatha Dr.; on Martin Dr. from Southern Heights Dr. to a point approximately 650 feet Northwesterly; on Southern Heights Dr. from Lannon Dr. to Martin Dr., on Lannon Dr. from a point approximately 850 feet South of Tower Dr. Northerly to a point approximately 650 feet South of Martin Dr.; on Lake Dr. from Schubring Dr. Northerly to its North end; on Schubring Dr. from Lannon Dr. to Lake Dr.; on Lake Dr. from Park Dr. to a point approximately 300 feet Westerly; on Lake Dr. from a point approximately 300 feet West of Michi Street to the West line of Krogman's Subdivision; on Michi Dr. from Lake Dr. to S.T.H. "24"; on Westwood Dr. from S.T.H. "24" to Tower Dr.; on Tower Dr. from Westwood Dr. to Lannon Dr. ; on Bay Lane from S. T.H. "24" to Hilltop Dr. ; on Vine St. from S.T.H. "24" to Bay Lane; on Hilltop Dr. from Bell View Dr. to Bay Lane; on Bell View Dr. from Vine St. to the North line of Block 3, Ludwig's Subdivision; on S.T.H. "24" from Bay Lane Westerly to Lincoln Dr.; on Boszhardt La. from S.T.H. "24" to its North end; on Valley Dr. from S.T.H. "24" to Racine Ave.; on Tower Dr. from Racine Ave. to its West end; on certain pro- posed streets of the proposed Subdivision of the Lazynski-Beck lands. Page 2. 2. Before such improvements are made, the City Council, acting as the Board of Public Works is directed to cause sewer service pipes to be laid in said streets from the mains to the curb lines of each lot fronting on the streets and to keep an accurate account of Clerk-Comptroller. who shall cause the amount charged to each lot to 0 the expenses incurred in front of each lot and report the same to the be entered on the-then current tax roll as a special tax against said lot. 3. The total amount assessed against such district shall not exceed the average cost of installation of an 8 inch sanitary sewer having an average depth of 10 feet. The Common Council determines that such improvements shall be made under the police power and a schedule of the proposed assessments is attached and marked "Exhibit A". 4. The assessments against any parcel may be paid in cash or in ten (10) annual installments, or within the time prescribed as will be determined at the public hearing on the proposed assessment. 5. The City Engineer is directed to prepare a report consisting of: a. Final plans and specifications for said improvements. b. An estimate of the entire cost of the proposed work or improvements. c. Schedule of proposed assessments. Upon completing such report the City Engineer is directed to file a copy thereof in the City Clerk's office for public inspection. 6. Upon receiving the report of the City-Engineer, the Clerk is directed to give a Class 1 notice of a public hearing on such report as specified in s. 66.60 (7), Wisconsin Statutes. The hearing shall be held at the All Purpose Room in Muskego High School, 587 W18431 Woods Road, Muskego, Wisconsin at a time set by the Clerk in accordance with s. 66.60 (7), Wisconsin Statutes.
