Department: Public Works Position Title: Director of Public Works/City Pay Grade: 67 FLSA: E Engineer Date: December, 2011 Reports To: Mayor 2011 Salary Scale: Minimum $76,571 - Midpoint $90,083 - Maximum $103,595 Purpose of Position The Director of Public Works/City Engineer plans, organizes, directs and integrates the City’s engineering, operations, and utilities activities and functions; provides professional assistance to City management in areas of expertise, including engineering, municipal water, wastewater collection, and street maintenance; and performs related duties as required. He/she supervises staff in the operation and maintenance of streets, sanitary sewers, water distribution, drainage facilities, equipment and public works contracts. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned. Administrative, Managerial, & Financial. Promotes Public Works Department’s vision and overall goals and objectives of the City to all departmental staff. Meets regularly with Mayor, department heads, and staff regarding projects. Reviews projects, work progress, financing, scheduling, policy, and personnel problems. Recommends possible changes, project approvals, and responses to citizen concerns. Develops, implements, interprets and communicates Federal, State, and City requirements and policy regarding grants, regulatory compliance, permits, studies, projects, and problems. Makes monetary and practical decisions. Assists supervision with evaluation and discipline of all public works department employees. Directs the development and maintenance of public works budget, capital expenditures, and records systems, including approval of payments, contracts, vouchers, and purchase orders. Makes recommendations to the Public Works Committee. Prepares agendas, researches subject matter, briefs staff, and prepares reports. Prepares requests for proposals, contracts and specifications for the preparation by consultants of designs, plans, profiles and specifications for all City public works improvements, and manages all consultant contracts relating to public works. Engineering, Technical Administration & Review. Coordinates all engineering for City public works development, and oversees all engineering for public and private utility improvements within the City. Reviews costs and quality related to public works and engineering and modifies programs as needed and directed by Mayor. Serves as the contact person for consulting engineers regarding engineering related public works projects in the City. Provides long range planning related to City Engineering, Operations and Utilities Departments. Prepares and maintains current City engineering standard specifications, procedures, and administrative codes relating to the construction of all public works. Designs, or causes to be designed, and prepares or causes to be prepared, plans, profiles and specifications for all public works to be constructed within the City. In conjunction with the Planning Services Division of the DCD Department, processes new land subdivisions plats, including review and approval of plans, specifications, and development agreements related to the improvements attendant to such subdivision; conducts or directs inspections to assure compliance of the finished improvements to City standards; and conducts or directs the development of necessary as-built surveys, maps and records. Oversees the advertisement for bids and proposals from private contractors to perform public works construction and maintenance procedures; receives and analyzes bids and recommends to the Mayor and Common Council the award of all contracts for public works and construction, operation and maintenance. Public Relations. Promotes and maintains positive departmental public relations and image with customers, which include other City departments and staff, contractors, developers, property owners, and the community in general. Represents and consults with the community, city officials, businesses, and contractors regarding compliance issues and project development. Responds to a large number of citizen calls, correspondence and visits. Answers calls, inquires, correspondence, and visits from Aldermen. Authorizes action to correct problems or offer further investigation. Attends meeting with consultants, developers, citizen groups, and neighboring communities and agencies. Represents the City in intergovernmental relations concerning public works and engineering. Coordinates/stays informed as appropriate of the landfill operations in the City and City work involving MMSD. Qualification Requirements and Experience Required to Perform Essential Job Functions To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The following knowledge and skills are necessary for this position. A high degree of proficiency in the technical, administrative, and managerial aspects of municipal public works/engineering, and a good working knowledge of the principles and practices of all aspects of civil engineering, including surveying and mapping, traffic and transportation, sewerage, storm water management, drainage, and water supply engineering, and of the related laws and regulations. Working knowledge of basic planning and zoning. Knowledge about modern management systems; a good sense of public issues and ethics and the diversity of interests involved; good judgment in knowing when to bring issues to the attention of the Mayor and other City employees that are part of the management team as well as the Public Works Committee. Must have the ability to effectively participate in meetings and negotiations. Minimum Training and Experience Required to Perform Essential Job Functions Graduation from a college or university of recognized standing with a bachelor’s degree in civil engineering, registration as a professional engineer in the State of Wisconsin and seven years of progressively responsible experience in civil and municipal public works/engineering and knowledge of public works construction and related activities. A master’s degree is highly desirable, but not required. Knowledge in GIS, CAD, and office suite computer applications. Valid Wisconsin drivers license. Language and Interpersonal Communication Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports, and correspondence. Ability to speak effectively with the general public and employees. Mathematical Ability Ability to calculate percentages, fractions, decimals, ratios, volumes, present values and special relationships. Ability to interpret basic descriptive statistical reports. Judgment and Situational Reasoning Ability Ability to use functional reasoning in performing influence functions such as leading, teaching directing and controlling. Ability to solve practical problems and deal with a variety or concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
