WISCONSIN DEPARTMENT OF NATURAL RESOURCES
NR 208 - COMPLIANCE MAINTENANCE RESOLUTION
FOR 2010
WHEREAS, It is a requirement under a Wisconsin Pollutant Discharge Elimination System
(WPDES) permit issued by the Wisconsin Department of Natural Resources to file a
Compliance Maintenance Annual Report (CMAR) for the City of Muskego’s wastewater
collection system under Wisconsin Administrative Code NR 208; and
WHEREAS, It is necessary to acknowledge that the governing body has reviewed the
Compliance Maintenance Annual Report (CMAR) for 2010; and
WHEREAS, The Muskego Sewer Utility has maintained a 4.0 average in 2005, 2006, 2007 and
2009; and
WHEREAS, The Muskego Sewer Utility has received a grade of A for the financial Section of
the CMAR; and
WHEREAS, The Muskego Sewer Utility has received a failing grade in the collection system
section of the CMAR in 2008 and 2010 due to sanitary sewer overflows at 4 locations that were
a result of the July, 2010 storm events and 1 location due to a contractor boring through a city
owned forced main; and
WHEREAS, The City of Muskego Sewer Utility has initiated a Private Property Inflow and
Infiltration Reduction Program and a Private Property Sewer Back-up Prevention Program and
is also continuing to monitor the flows in its system along with continued CCTV inspections,
Illegal sump pump inspections and disconnections in order to eliminate overflows; and
WHEREAS, The Muskego Sewer Utility received an overall grade of 1.0 for 2010.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego,
upon the recommendation of the Public Works Committee, does hereby commit the necessary
funding to operate the City’s sewer utility efficiently and make repairs where warranted.
