CCR2011024-BudgetBill REMOVED BY MAYOR AT COMMON COUNCIL -- 3/10/2011 COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #024-2011 RESOLUTION IN SUPPORT OF STATE LEGISLATION AMENDING WISCONSIN STATUTES CHAPTER 111, MODIFYING CERTAIN PROVISIONS OF THE STATE AND LOCAL COLLECTIVE BARGAINING LAW WHEREAS, The State of Wisconsin is facing an immediate $137 million budget deficit along with an additional $225 million obligation associated with prior funds taken out of the Patient’s Compensation Fund; and WHEREAS, Governor Walker has introduced legislation (Budget Repair Bill) that will address our current budget deficit and provide a foundation for a long-term sustainable budget; and WHEREAS, This legislation will require most participants of the Wisconsin Retirement System to pay 5.8% toward their pension; and WHEREAS, This legislation will limit collective bargaining for most public employees to base wages with total wage increases not exceeding the Consumer Price Index (CPI) unless approved by a referendum; and WHEREAS, This legislation will give state, county and local governments the tools to better manage expenditures associated with personnel costs; and WHEREAS, Costs associated with personnel, including employee benefits continue to comprise a larger portion of government budgets including the City of Muskego; and WHEREAS, The costs associated with employee benefits represent 21.85% of the personnel costs in the City’s 2011 budget (of this total, the benefits for police protective employees amounts to 12%); and WHEREAS, This legislation would exempt local police and fire employees (employees classified as “protective”) from the collective bargaining changes; and WHEREAS, The State of Ohio is considering a similar bill that includes protective employees; and WHEREAS, A consequence of the proposed legislation would be the creation of a two-tier benefit plan for the City: protective employees vs. general employees; and WHEREAS, It is cost prohibitive to have two health plans, one the City would negotiate with protective employees and one for general employees; and WHEREAS, Employees in the same office would have two different levels of benefits creating serious administrative and employee morale issues. NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego does hereby support Governor Walker’s Budget Repair Bill in principle and urges the state representatives and the Governor to pass legislation amending Chapter 111 of the Wisconsin Statutes so that benefits for all represented employees, including protective employees, will no longer be a mandated subject of collective bargaining.
