CCR2011011-LMLD COMMON COUNCIL - CITY OF MUSKEGO RESOLUTION #011-2011 RESOLUTION TO SUPPORT THE CITY’S 15% ASSESSMENT TO THE LITTLE MUSKEGO LAKE DISTRICT WHEREAS, In 1983, the City and Little Muskego Lake District (LMLD) reached an out- of-court settlement whereby the City agreed to pay 15% of the District’s total assessments as its assessment for weed harvesting for the years 1981 and 1982; and WHEREAS, Since 1983, the City’s annual assessment has remained at 15% of the LMLD total assessments; and WHEREAS, In 2010, the Committee of the Whole reviewed the City’s assessment and wanted to clarify that the 15% is not only utilized for weed harvesting; and WHEREAS, The LMLD has identified the following priorities and special projects, which the City’s assessment is used to help fund: LMLD Priorities:  Planning for areas for selective dredging – including the method of payment for engineering studies.  Planning for clearing of fallen trees and other debris in navigable waters.  Planning of recreational aquatic water use.  Management of environmental conditions including weed abatement and harvesting.  Lake level planning for winter drawdown by the Little Muskego Lake Dam.  Planning for maintenance, protection, and improvement of shorelines, banks, and beds within navigable waters.  Planning for access to shoreline recreational areas and facilities.  Planning of water safety, navigation, and boating regulations to increase water and boater safety on navigable waters.  Protection and rehabilitation the water quality of the surface waters and the ground waters.  Protection and enhancement of the recreational use of navigable waters. Specific Projects Undertaken:  Weed management  Independence Day Fireworks Display at Idle Isle (e.g. contribution toward fireworks)  Fishery management  Carp-out (Shared with the Lake Association)  Boater education  Water quality monitoring  Shoreline protection (e.g. contribution for Holz Island remediation)  Watershed protection (e.g. seek land acquisitions around watershed)  Dredging projects (e.g. Schubring Bay) NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of Muskego, upon the recommendation of the Committee of the Whole, does hereby acknowledge the Little Muskego Lake District’s goal to enhance the value of the lake as one of the City’s resources as well as to protect its environmental values. BE IT FURTHER RESOLVED That the Common Council also recognizes that the City must financially support the Little Muskego Lake District to achieve its objectives and hereby confirms the 15% assessment that is paid annually.
