AMENDED
COMMON COUNCIL - CITY OF MUSKEGO
RESOLUTION #010-2011
APPROVAL OF EMPLOYEE MERIT PAY/INCENTIVE PROGRAM
WHEREAS, The City of Muskego adopted a Pay for Performance Program for all
Nonrepresented Employees in December of 1999; and
WHEREAS, In light of budget contraints, there have been several amendments to the
Pay for Performance Program over the past ten years through resolution adoption; and
WHEREAS, In April of 2009, the Common Council adopted the proposal submitted by
Public Sector Personnel Consultants to update the salary ranges for the City’s non-
represented employees, effective with the 2008 salary scale; and
WHEREAS, The Committee of the Whole agreed the City’s Pay for Performance
Program be reviewed because of the recent removal from the budget creating an
inequity between employee groups and the inability of nonrepresented employees to
move thru their salary range; and
WHEREAS, The Committee of the Whole has reviewed various options for salary
ranges and wage adjustments based upon evaluation of performance with option #4
being the consensus ; and
WHEREAS, The Finance Committee has reviewed the proposed amendments within
option #4 to reduce the nonrepresented salary ranges from a 35% spread between
minimum and maximum to 30%, and cost projections of implementing a 2.20% annual
maximum wage adjustment for performance which would potentially allow employees
the ability to reach their maximum salary within a 12-year period based on exemplary
performance; and
WHEREAS, The Finance Committee has reviewed the current and ongoing funding
sources for the Merit Pay/Incentive Program and has recommended approval.
NOW, THEREFORE, BE IT RESOLVED That the Common Council of the City of
Muskego, upon recommendation of the Finance Committee, does hereby adopt the
amended Salary Range Table for Non-represented Employees and Merit Pay/Incentive
Program to reflect that an employee may acquire a 0% to 2.20% wage adjustment
based upon an evaluation of performance in addition to the approved cost of living
adjustment effective with the 2010 evaluations to be paid in 2011 with designated funds
from the 2010 budget.
