RESOLUTION #070-2008
RESOLUTION AS TO RECOMMENDATION OF THE
FIRE/RESCUE SERVICE COMMITTEE TO THE COMMON COUNCIL
WHEREAS, the Common Council of the City of Muskego hired TriData, a division of
System Planning Corporation, to make recommendations as to the operation of the
Muskego Volunteer Fire Company and the Tess Corners Volunteer Fire Department
and their relationship to the City of Muskego; and
WHEREAS, the City received a written report from said consultant which made several
recommendations as to the organization and operation of both fire departments and
their relationship to the City; and
WHEREAS, after receipt of said report, the Common Council of the City of Muskego,
pursuant to Resolution 212-2007 on November 27, 2007, established a Fire/Rescue
Service Committee to make recommendations concerning actions to be taken
concerning said fire departments and considering the recommendations set forth in the
report of the consultant; and
WHEREAS, the Committee has attempted to meet with both the Muskego Volunteer
Fire Company and the Tess Corners Volunteer Fire Department pursuant to the scope
of its duties set forth in said Resolution 212-2007; and
WHEREAS, the Muskego Volunteer Fire Company has refused to discuss and
negotiate with the Fire/Rescue Service Committee terms and conditions of forming a
single fire/rescue service for the City of Muskego; and
WHEREAS, the Fire/Rescue Service Committee has now indicated in its opinion it has
reached an impasse with the Muskego Volunteer Fire Company as to combining said
department with the Tess Corners Volunteer Fire Department and has now referred this
matter back to the Common Council of the City of Muskego.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Muskego as follows:
1. The Common Council accepts the opinion of the Fire/Rescue Service Committee
that an impasse has been reached with the Muskego Volunteer Fire Company in
attempting to negotiate its consolidation with the Tess Corners Volunteer Fire
Department; and

2. In order to attempt to break the impasse, the Common Council wishes the City to
become involved in mediation as to the consolidation of the Muskego Volunteer
Fire Company and the Tess Corners Volunteer Fire Department and the Mayor is
hereby authorized, in consultation with the City Attorney, to take all necessary
steps to hire a mediator and commence mediation as to this issue.
