DELIVERY SERVICESSTARLA LLC LOCATED IN THE SE ¼ OF SECTION 17 (WEST END OF ENTERPRISE DRIVEW188 S8393 MERCURY DRIVE / TAX KEY NO. 2228.999.011007) WHEREAS, On OctoberMarch 266, 2007 plans were submitted by Briohn Building CorporationVenture Development for a Building, Site and Operation Plan for RAS Delivery ServicesStarla LLC. located in the SE ¼ of Section 17 (W188 S8393 Mercury Drive / Tax Key No. 2228.999.00711), and   WHEREAS, Said property is currently zoned M-2 General Industrial District and said use is a permitted use with Building, Site, and Operation Plan approval, and   WHEREAS, The parcel is currently a vacant lot at the western end ofintersection of Enterprise Drive, Mercury Drive, and Saturn Drive, and   WHEREAS, Said parcel will be serviced by public sewer and water facilities, and   WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s General Design Guide, and   WHEREAS, The petitioner requests approval for twoa 29,376,826 square foot multi-tenant buildings on the southwest end of Enterprise Drivethe property, and said structures appear to meet the requirements of the zoning ordinance in accords to the setbacks, offsets, open space, and floor area ratios of the site, and   WHEREAS, Each building is currently being shown to house up to four (4) tenants each, and   WHEREAS, The project is expected to be constructed in two (2) phases with the first phase being the southern building, its parking, the dumpster enclosure, landscaping, and the truck dock aisle, and   WHEREAS, The second phase will occur once the first phase is 75% leased, and   WHEREAS, The multi-tenant buildings could will be used for office, warehouse, and/or light manufacturing uses an appliance distribution center and corporate offices for RAS Delivery Services and there will also be an additional office space for rent, and   WHEREAS, Specific tenants have not been identified at this time and as such employee counts and hours of operation are not yet known The business anticipates 20 employees with hours Monday to Friday from 7 am to 5 pm, an, andd   WHEREAS, The height of the structure is limited to 30 feet by the current zoning and the structure meets this requirement, and   WHEREAS, The building elevation are proposed to be 100% split face blended colored masonry block (running bond) and smooth face masonry block (stack bond) in two different earth tone colors (Falcon Grey and Wall Street), and   WHEREAS, The building elevations show colors that will compliment each other, consistent with the General Design Guide, and   WHEREAS, The structure also includes architectural elements such as aluminum framed windows with gray tinted glazing, varying colored bands of exterior materials, decorative window headers, bumped outa pronounced entriesy to the office/entrance areas of the buildings, and a bump-out on the Mercury Drive elevation with larger windows, which appear to meet the intent of the General Design Guide, and   WHEREAS, All building and site mechanicals, including but not limited to HVAC units and electrical transformers, some of which are shown on the plans, will have to be screened, and   WHEREAS, 28 45 parking stalls are shown for each building with four (4) on each sidetwo being handicap use, and said parking stalls appear to meet the parking requirements for industrial uses, and   WHEREAS, Potions of the site are shown having curbing, but the entire site will require curbing (including along the boarders of all parking areas, between any parking and landscaping/grass areas, and along the western lot line), except for the area that is going to be expanded with phase 2, and   WHEREAS, All parking stalls within the front parking area are shown as 10 feet by 20 feet in size, and   WHEREAS, Vehicular access for phase 1 is depicted with two (2) access points off off of of the cul-de-sac at the end of Enterprise Drive and one (1) off of Mercury Drive and phase 2 adds two (2) access points off of Saturn Drive, and   WHEREAS, All driving lanes are illustrated currently at 24 feet in width or larger, and   WHEREAS, Fire access points and fire street concerns have been met according to fire code requirements, and   WHEREAS, There is a question regarding if the 48 foot turning radius, per the fire code, one on Enterprise Drive entrance and one on Saturn Drive entrance are being met, and   WHEREAS, General signage is depicted as a monument sign and a wall signs on the north façadeNo signage is depicted at this time and all signage but more signage will require permits and approval through the Planning Department and/or the Plan Commission, and   WHEREAS, A photometric plan and lighting details (fixture types and poles heights) have been submitted as part of the BSO and the proposed lighting is in conformity with the City’s design guidelines, and   WHEREAS, A landscape plan is part of the submittal and is being reviewed by the City Forester, and   WHEREAS, Preliminary review shows that an on-site stormwater facility (pond) will not be required due to an overall decrease in the amount of impervious surface on the lot, and   WHEREAS, A masonry dumpster enclosure matching the building is shown along the western lot line at the back of the truck dock aisle and landscaping is proposed along the sides of the enclosure, and   WHEREAS, Two electrical transformers are shown on the sides of the dumpster enclosure with landscape screening.   THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted May 23by Briohn Building Corporation for Starla, LLC. located in the SE ¼ of Section 17.   BE IT FURTHER RESOLVED, That any future tenants in the buildings will need to check with the Planning Department prior to occupying the building to make sure that their proposed use is allowed on this site and they must fill out a Business Registration form through the Building Department before occupancy.   BE IT FURTHER RESOLVED, That the Certified Survey Map for this lot shows a 20-foot Utility Easement along the east and south lot lines that must be shown on the survey/site plan to be submitted for building permits and any encroachment into said easement must be approved by the utility company.   BE IT FURTHER RESOLVED, That all roof top and ground mechanicals (including HVAC devices, transformers, etc.) shall be screened from view and/or incorporated into the design of the site/structure (screening, etc.) and should be approved by the Planning Department.   BE IT FURTHER RESOLVED, Additional lighting details will need to be approved by the Planning Department for phase two before construction is started for that portion of the site.   BE IT FURTHER RESOLVED, That the light poles cannot exceed 15 feet in height, the concrete base of the light poles cannot exceed 6 inches above grade, and the bulbs must be high-pressure sodium.   BE IT FURTHER RESOLVED, That all signage will require Plan Department and/or Plan Commission approval and permits.   BE IT FURTHER RESOLVED, That only one monument sign will be allowed per building.   BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the principal structure.   BE IT FURTHER RESOLVED, That all handicap signs be incorporated into bored bollards.   BE IT FURTHER RESOLVED, That no outdoor storage of any type is allowed on the site, including but not limited to dumpsters, pallets, supplies, materials, and racking.   BE IT FURTHER RESOLVED, Final Engineering (grading, utilities, etc.) approvals will be needed before building permits can be issued.   BE IT FURTHER RESOLVED, That the entire site will require curbing including along the edges of all parking areas, between any parking and landscaping/grass areas, and along the western lot line.   BE IT FURTHER RESOLVED, That the north side of the loading dock aisle will not need curbing due to the construction of phase 2.   BE IT FURTHER RESOLVED, That the landscape plan must be formally approved by the City Forester before the release of building permits.   BE IT FURTHER RESOLVED, That per Fire Department/Code requirements, one access on Saturn Drive and one access on Enterprise Drive must meet the 48 foot turning radius and proof of this must be submitted before building permits can be issued.   BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspects of this plan shall be maintained in perpetuity unless otherwise authorized by the Plan Commission.   BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department.   BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of
