SERVICES LOCATED IN THE SE ¼ OF SECTION 17 (WEST END OF ENTERPRISE DRIVE / TAX KEY NO. 2228.999.011) WHEREAS, On March 6, 2007 plans were submitted by Venture Development for a Building, Site and Operation Plan for RAS Delivery Services located in the SE ¼ of Section 17 (Tax Key No. 2228.999.011), and   WHEREAS, Said property is currently zoned M-2 General Industrial District and said use is a permitted use with Building, Site, and Operation Plan approval, and   WHEREAS, The parcel is currently a vacant lot at the western end of Enterprise Drive, and   WHEREAS, Said parcel will be serviced by public sewer and water facilities, and   WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s General Design Guide, and   WHEREAS, The petitioner requests approval for a 34,826 square foot structure on the southwest end of Enterprise Drive, and said structure appears to meet the requirements of the zoning ordinance in accords to the setbacks, offsets, open space, and floor area ratios of the site, and   WHEREAS, The building will be used for an appliance distribution center and corporate offices for RAS Delivery Services and there will also be an additional office space for rent, and   WHEREAS, The business anticipates 20 employees with hours Monday to Friday from 7 am to 5 pm, and   WHEREAS, The height of the structure is limited to 30 feet by the current zoning and the structure meets this requirement, and   WHEREAS, The building elevation are proposed to be 100% split face blended colored masonry block in two different earth tone colors, and   WHEREAS, The building elevations show colors that will compliment each other, consistent with the General Design Guide, and   WHEREAS, The structure also includes architectural elements such as aluminum framed windows, varying colored bands of exterior materials, decorative window headers, and a pronounced entry to the office area of the building, which appear to meet the intent of the General Design Guide, and   WHEREAS, All building and site mechanicals, including but not limited to HVAC units and electrical transformers, are not shown on the plan but will have to be screened, and   WHEREAS, 28 parking stalls are shown with two being handicap, and said parking stalls meet the requirements for industrial uses of at least 1 stall per every 2 employees and office uses of 1 stall per every 300 square feet of P.F.A., and   WHEREAS, No specifics regarding curbing have been noted on the plan at this time but some site curbing will be required, and   WHEREAS, All parking stalls within the front parking area are shown as 10 feet by 20 feet, and   WHEREAS, Vehicular access is depicted off of the cul-de-sac at the end of Enterprise Drive, and   WHEREAS, All driving lanes are illustrated currently at 24 feet in width or larger and proper markings are shown throughout the site, and   WHEREAS, Some slight changes need to be made to the front drive aisle and distance from the building due to fire lane/street concerns so that at least 50% of one façade of the structure meets the fire code requirements, and   WHEREAS, General signage is depicted as a monument sign and a wall signs on the north façade but more signage detail will be required before a signage permit can be issued, and   WHEREAS, A photometric plan has been submitted as part of the BSO and changes may be required to bring the lighting into conformity to the City’s design guidelines, and   WHEREAS, Lighting fixture and pole specifics have not been provided, and   WHEREAS, A landscape plan is part of the submittal and is being reviewed by the City Forester, and   WHEREAS, Fencing is required along the western side of the front parking lot to screen the neighboring views of the parking area, and   WHEREAS, Stormwater will be utilized on-site at this time, and   WHEREAS, A dumpster is shown within one of the truck dock stalls and landscaping is proposed along side of the dumpster and more screening may be required, and   WHEREAS, There is an area shown off of the south side of the building for possible future warehouse expansion with additional parking, and   WHEREAS, There may be floodplain to the rear of this property and an exact field delineated floodplain line will be required.   THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted May 23by Venture Development for RAS Delivery Services located in the SE ¼ of Section 17.   BE IT FURTHER RESOLVED, That any future tenant in the vacant office area will need to check with the Planning Department to determine if any approvals are required for the use of said space.   BE IT FURTHER RESOLVED, That all roof top and ground mechanicals (including HVAC devices, transformers, etc.) shall be screened from view and/or incorporated into the design of the site/structure (painting, screening, etc.) and should be approved by the Planning Department.   BE IT FURTHER RESOLVED, Lighting type, size, and location details need to be submitted and approved by the Planning Department before any permits can be issued.   BE IT FURTHER RESOLVED, That the light poles cannot exceed 15 feet in height, the concrete base of the light poles cannot exceed 6 inches above grade, and the bulbs must be high-pressure sodium.   BE IT FURTHER RESOLVED, That any wall pack lights must contain have a shield to direct the light away from any residential properties to the west.   BE IT FURTHER RESOLVED, An updated photometric plan is needed that shows 0.5 foot candles or less along the entire western lot line.   BE IT FURTHER RESOLVED, That any signage will require Plan Department approval and permits.   BE IT FURTHER RESOLVED, That any bollards must be painted to match the colors of the principal structure.   BE IT FURTHER RESOLVED, That all handicap signs be incorporated into bored bollards.   BE IT FURTHER RESOLVED, That no outdoor storage is allowed on site.   BE IT FURTHER RESOLVED, That a grading plan will need to be submitted as part of the building permit submittal.   BE IT FURTHER RESOLVED, That a residential quality board-on-board fence that matches or exceeds the height of the dumpster needs be installed next to the dumpster to completely screen it from public view from the front of the property.   BE IT FURTHER RESOLVED, That a six (6) foot high residential quality board-on-board fence must be installed along the entire western edge of the front parking lot to the front corner of the building to eliminate any headlight glare/projection to the residential properties to the west and this should be incorporated into the landscape plan.   BE IT FURTHER RESOLVED, Curbing is required along the entry to the site, around the main front parking area, and along the entry to the rear loading area.   BE IT FURTHER RESOLVED, That the rear loading area of the site is not required to have curbing.   BE IT FURTHER RESOLVED, That the front parking area needs to have a 30 foot center drive aisle to meet the fire code requirements, which will push the parking 6 feet closer to the building, which is allowed by code.   BE IT FURTHER RESOLVED, That the landscape plan be formally approved by the City Forester before the release of building permits, specifically keeping in mind the view of the residents to the west.   BE IT FURTHER RESOLVED, That the exact field delineated floodplain line must be shown before the permits can be issued to make sure that no concerns exist relating to the floodplain.   BE IT FURTHER RESOLVED, That detailed stormwater calculations need to submitted to the City to verify that the required stormwater management provision are being accounted for before any permits can be issued.   BE IT FURTHER RESOLVED, That off-site regional stormwater management may be a possibility in the future instead of a on-site pond.   BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspects of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission.   BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department.   BE IT FURTHER RESOLVED, When permits are submitted, Staff will review the Enterprise Drive extension for possible screening.   BE IT FURTHER RESOLVED, An annual review will be held no later than the second meeting in March of every calendar year.    BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the
