RECOMMENDATION TO COMMON COUNCIL FOR A PLANNED DEVELOPMENT ZONING AMENDMENT TO THE APPROVED BASSE PLANNED DEVELOPMENT LOCATED IN THE NE ¼ OF SECTION 10
(JANESVILLE ROAD / TAX KEY NOS. 2198.160 & 2198.161)
WHEREAS, On December 28, 2006 a petition for an amendment to the existing Basse Planned Development was submitted by Alvin Basse for properties located in the NE ¼ of Section 10, (Janesville
Road), and
WHEREAS, The Basse Planned Development was approved as per Ordinance #1144 for multi-family development under the support of the RM-1 and RM-2 multi-family zoning districts, and
WHEREAS, Planning Commission approved a conceptual BSO showing 96 units, consisting of three 8-unit structures, three 4-unit structures, a 24-unit structure, and a 36-unit structure
as per PC Resolution #097-2006, and
WHEREAS, PC Resolution #097-2006 stated that if structures were requested above and beyond the RM-1 or RM-2 zoning requirements that a Planned Development amendment would be needed,
and
WHEREAS, The RM-1 District allows multi-family development of one unit per 10,000 square feet of land area having no more than 16 units in any one structure and heights of buildings
not to exceed 30 feet as measured by code, and
WHEREAS, The RM-2 District allows multi-family development of one unit per 5,000 square feet of land area having no more than 8 units in any one structure and heights of buildings
not to exceed 30 feet as measured by code, and
WHEREAS, The petitioner is applying to amend the existing Basse Planned Development to allow:
1. A 24-unit and a 36-unit structure as part of the development
2. Have the heights of the 24-unit and a 36-unit structure be 36 feet as measured by code,
3. Allow the southwest corner of the development (NW corner of Bay Lane Drive and Janesville Road) be parceled off for commercial purposes under the auspices of the B-2 Local
Service Center Zoning District, and
WHEREAS, The development’s residential density would not be changing and would still meet the objectives of the 2010 Comprehensive Plan, and
WHEREAS, The petitioner’s narrative states that 24-unit, 36-unit, and a 16-unit building (All located on the northeast area of the development) will be strictly for elderly housing,
have underground parking, and will be of high quality architectural materials, and
WHEREAS, The current zoning within the general area along Janesville Road from Bay Lane Road moving west is mostly B-2 or B-4 zoning for commercial purposes, and
WHEREAS, A Public Hearing was held on February 27, 2007.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council for the proposed amendments to the Basse Planned Development located in the NE ¼ of Section
10 (Janesville Road).
