PCR2006111 ./PCR2006111_files/filelist.xml RESOLUTION #PC 111-2006 Print 90 RESOLUTION #P.C. 111-2006   APPROVAL OF A BUILDING SITE AND OPERATION PLAN AMENDMENT FOR A WIRELESS COMMUNICATIONS FACILITY ON THE TESS CORNERS FIRE DEPARTMENT PROPERTY IN THE SE ¼ OF SECTION 2 (W144 S6731 TESS CORNERS DRIVE / TAX KEY NO. 2168.982)     WHEREAS, On August 18, 2006 a submittal for a wireless monopole and supporting ground facilities was submitted for upgraded emergency communications and co-location facilities on the  Tess Corners Fire Department property at W144 S6731 Tess Corners Drive (Tax Key No. 2168.982), and   WHEREAS, The proposal will replace and upgrade an existing 88-foot tower already located on the property, and   WHEREAS, A Conditional Use Grant is not required as the proposal is first and foremost for Emergency Wireless Communications facilities used for emergency communications of public officials although  BSO Approval is required due to wireless co-location facilities proposed, and   WHEREAS, The proposed emergency upgrades will enhance emergency operations in the City in the following ways: 1. The present tower is being removed and the present VHF antenna is located on the new pole.  This VHF antenna is the ONLY pager back-up for both Fire Departments.  This is accessed by telephone by the Police or any back-up dispatcher.  This has been used a number of times due to storm issues.  This new pole will allow the antenna to be placed at the legal height. This tower is also stronger in construction than what is in place allowing for more robust installation; 2. The Antennas on the top of the tower allow for the 911 data maps to be relayed to the remote firehouses.   At the present time this link is so slow that the fire equipment is gone before printing is complete.  This high-speed link will fix that problem; 3. Additional public safety issues: The tower will house antennas to allow the rescue squads to communicate with the main rescue data base.  As of 1 July all rescue reporting has gone paper less.  This link will allow the ambulance crew past information on a patient that may be relevant to care, and   WHEREAS, A 130-foot monopole sufficient for all emergency equipment and up to 3 co-locations of wireless facility providers is shown, and   WHEREAS, All ground facilities are totally enclosed by a masonry wall matching the current Fire Department structure, and   WHEREAS, Data is provided that the fall zone of the pole is 60% of the pole height (Substantially less than the adjoining property lines and thus conforming), and   WHEREAS, No landscape plan is required as existing impervious surface already surrounds the entire area.   THEREFORE BE IT RESOLVED, That the Plan Commission approves of a Building, Site and Operation Plan submitted for a wireless communications co-location facility on the property at W144 S6731 Tess Corners Drive / Tax Key No. 2168.982 /).   BE IT FURTHER RESOLVED, The City’s engineer must approve the structural analysis that the monopole integrity is sufficient to structurally support the proposed array prior to the release of building permits.   BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspects of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission.   BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department.   BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.                                                     Plan Commission                                                 City of Muskego   Approved:  September 19, 2006   Denied:   Deferred:    September 5, 2006       Introduced: September 5, 2006   ATTEST:  Sandi Asti, Recording Secretary
