PCR2006102a ./PCR2006102a_files/filelist.xml RESOLUTION #PC 102-2006 Print BestFit 6 pt 6 pt 0 AMENDED RESOLUTION #P.C. 102-2006 APPROVAL OF A PRELIMINARY PLAT FOR THE STAGECOACH TRAIL SUBDIVISION LOCATED IN THE NE ¼ OF SECTION 18 (TAX KEY NUMBERS 2230.999, part of 2230.995, 2229.989, 2230.999.001, 2230.999.002, 2229.998, 2229.995, 2229.996, 2229.995.001 2229.997, & PART OF 2187.998) / CROWBAR AND HILLENDALE DRIVE) WHEREAS, On July 11, 2006 a preliminary plat was submitted by NFI Muskego LLC for the Stagecoach Trail Subdivision located in the NE ¼ of Section 18, and   WHEREAS, On January 10, 2007 a preliminary plat was re-submitted by NFI Muskego LLC for the Stagecoach Trail Subdivision located in the NE ¼ of Section 18, and   WHEREAS, Said plat proposes 79 24 lots for single-family use and a number of outlots for wetland preservation, stormwater management, and open space preservation, and recreational uses, and   WHEREAS, The area of the proposed development is currently zoned predominantly I-2 General Industrial District and RS-1 Suburban Residence District, and   WHEREAS, A rezoning proposal was on the floor of the Common Council to meet the requirements of the proposed land division, although the petitioner withdrew the rezoning petition and no formal rezoning was ever received, and   WHEREAS, The 2010 Comprehensive Plan has the area for Medium Density Residential and the proposal meets this requirements, and   WHEREAS, The first submittal consisted of a significantly larger piece of land, but has now been scaled back to the current proposal of the single-family subdivision along Hillendale Drive, and   WHEREAS, The proposed platted area lies within a Medium management Priority Area of the City’s Conservation Plan and is subject to Conservation Commission review and recommendation for possible increased management practices, and   WHEREAS, A tree survey was submitted as part of the new preliminary plat due to high amounts of trees within the platted area, and   WHEREAS, The City Forester and members of the Conservation Commission have reviewed the tree survey and the Conservation Commission recommended approval of the plat as submitted finding that the affected trees were of low quality and that the quality trees will be preserved, and   WHEREAS, Mitigation of affected trees will be required as part of the Land Division Ordinance, and WHEREAS, Parcels are shown to be serviced by City sewer and water, and WHEREAS, Stormwater management would be accommodated within the outlots depicted. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council of an updated Preliminary Plat for the Stagecoach Subdivision, located in the NE ¼ of Section 18 and will be receptive to the submittal of a final plat, subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments if applicable.   BE IT FURTHER RESOLVED, That soil borings and test results are required before Final Plat approvals.   BE IT FURTHER RESOLVED, Mitigation of affected trees will be required as part of the Land Division Ordinance and the total mitigation will be determined by the City Forester during the approvals of the future Street Tree and Landscape Plan.   BE IT FURTHER RESOLVED, Notes should be put on the Final Plat stating to future land owners that further preservation of trees may be necessary during building permit applications.     BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.    Plan Commission City of Muskego   Adopted:    February 6, 2007 Defeated: Deferred:    September 5, 2006;  September 19, 2006;  October 3, 2006;  October 17, 2006                       November 7, 2006; November 21, 2006;  December 5, 2006;  January 16, 2007 Introduced: September 5, 2006 ATTEST:    Kellie Renk, Recording Secretary
