RECOMMENDATION TO COUNCIL FOR A REZONING ON WASTE MANAGEMENT PROPERTIES LOCATED IN THE NW and NE ¼ OF SECTION 18
(CROWBAR AND HILLENDALE DRIVES)
WHEREAS, On July 7, 2006 a petition for a rezoning was submitted by NFI Muskego for Waste Management properties located in the NW and NE ¼ of Section 18, (Crowbar and Hillendale Drives),
and
WHEREAS, Said properties are currently multi-zoned I-2 General Industrial District and RS-1/OWP Suburban Residence District with a Wellhead Protection Overlay District, and
WHEREAS, The rezoning is to go to RS-1 (30,000+ parcel sizes) density parcels on the western portion of the site and RS-2/OPD (18,000+ parcel sizes) density parcels on the eastern
portion of the site and the OWP Wellhead Protection Overlay District will remain where necessary, and
WHEREAS, The 2010 Comprehensive Plan depicts this area as being set aside for Landfill and Extractive Uses to the west and Medium Density Residential Uses to the east and the proposal
is to amend the western portion of the development to reflect Medium Density Residential uses mimicking the eastern portion, and
WHEREAS, Proposed future development as part of the rezoning is requested to be serviced by municipal sanitary sewer and public water, and
WHEREAS, A Public Hearing was held on August 8, 2006.
THEREFORE BE IT RESOLVED, That the Plan Commission recommends disapproval / approval to the Common Council for a rezoning and 2010 Plan Amendments for Waste Management properties
located in the NW and NE ¼ of Section 18, (Crowbar and Hillendale Drives) as shown on the attached map subject to the following:
BE IT FURTHER RESOLVED, That the Plan Commission recommends that the area being proposed to be rezoned to RS-2/OPD be kept as RS-1 zoning to better reflect the current parcel densities
found bordering the landfill properties on the western side of Hillendale Road. Keeping the RS-1 density will also match the densities found proposed for the rest of the future development.
The RS-1 zoning will still meet the 2010 Comprehensive Plan objectives.
BE IT FURTHER RESOLVED, That the Plan Commission recommends that if Council proceeds with rezoning the land to all residential uses that they not approve the rezonings until formal
documentation is received from State environmental agencies allowing the proposed residential and passive recreational uses on and around the landfill site.
BE IT FURTHER RESOLVED, That the Preliminary Plat known as Stagecoach Trail shall not be approved until the rezoning is finalized by the Common Council and formal recommendations
are made by the Conservation Commission regarding the environmental lands found on the site.
