PCR2006095 ./PCR2006095_files/filelist.xml RESOLUTION #P.C. 095-2006 Print 124 6 pt 6 pt 0 RESOLUTION #P.C. 095-2006 APPROVAL OF A PRELIMINARY PLAT FOR GOLF VIEW ESTATES SUBDIVISION LOCATED IN THE SW ¼ OF SECTION 24 (TAX KEY NOs. 2255.979 & 2255.998 / RYAN ROAD) WHEREAS, On June 29, 2006, a Preliminary Plat for Golf View Estates Subdivision was submitted by Don Pionek for a property located in the SW ¼ of Section 24 (Tax Key Nos. 2255.979 & 2255.998 / Ryan Road), and WHEREAS, Plan Commission conceptual approval was given as per Resolution #P.C. 156-2003, and   WHEREAS, Common Council approval was given as per Ordinance #1212 for a rezoning to RSE/OWP Suburban Estate with a Wellhead Protection Overlay District and the lots shown meet the RSE requirements, and   WHEREAS, The Preliminary Plat consists of approximately 23 acres, and proposes sixteen (16) residential parcels and two outlots for stormwater and wetland protection purposes, and WHEREAS, Zoning of RSE/OWP requires lots to be a minimum of 40,000 square feet and a minimum of 150’ in width and all parcels conform to these requirements, and   WHEREAS, The 2010 Comprehensive Plan depicts this area for Low Density Residential and the plat is consistent with the plan, and WHEREAS, Said parcels will be serviced by public sewer and water service, and   WHEREAS, The 2010 Street System Plan depicts Ryan Road to have an 80 foot wide ultimate width, and the preliminary plat shows dedications, and   WHEREAS, The plat is required to provide on-site stormwater management as required by Chapter 34, and the plat accommodates this requirement within Outlot 2.   THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval to the Common Council of a 16 lot Preliminary Plat for Golf View Estates located in the SW ¼ of Section 24 (Tax key No. 2255.979 & 2255.998 / Ryan Road) and will be receptive to the submittal of a final plat, subject to resolution of technical discrepancies as identified by the City Planning Department and City Engineers, and payment of all applicable fees in Section 18.14 of the Land Division Ordinance and outstanding assessments if applicable.   BE IT FURTHER RESOLVED, That the Park Board and Conservation Commission review the plat before Final Plat approvals. BE IT FURTHER RESOLVED, A new wetland concurrence letter for the delineated wetlands on the plat is required.  The concurrence letter will also state what setbacks the DNR recommends from the wetlands.  Those setbacks will need to be incorporated on the plat.   BE IT FURTHER RESOLVED, Sight distance specs for the proposed intersection on Ryan Road needs to be delivered to the Planning Department.   BE IT FURTHER RESOLVED, That parcel 2255.998 must be split to match the boundaries of the platted area before Final Plat approvals (May be done by CSM or Quit Claim Deed).   BE IT FURTHER RESOLVED, The complete setback lines for Lots 1 and 13 while also adding the width and depth of the building footprint is required for our further review.  The setback areas for Lots 12-16 may also be increased along the wetlands once the wetland setback is determined.  Note: Lots 1 and 13 may be recommended for removal in the future if the building footprints show up as being minimal.   BE IT FURTHER RESOLVED, That a digital file of this Plat shall be submitted to the City in accordance with Common Council Ordinance No. 1118 and Resolution 196-2002.    Plan Commission City of Muskego Adopted:     August 15, 2006 Defeated: Deferred: Introduced: August 15, 2006 ATTEST: Sandi Asti, Recording Secretary
