PCR2006070 ./PCR2006070_files/filelist.xml RESOLUTION #PC 070-2006 Print 89 6 pt 6 pt 0 RESOLUTION #P.C.070-2006 APPROVAL OF A BUILDING SITE AND OPERATION PLAN FOR MARITIME SAVINGS BANK LOCATED IN THE SW ¼ OF SECTION 10 (S74 W17095 JANESVILLE ROAD / TAX KEY NO. 2199.999.002) WHEREAS, On April 14, 2006 plans were submitted by The Albion Group for a Building, Site and Operation Plan for Maritime Savings Bank located in the SW ¼ of Section 10, and WHEREAS, Maritime Savings Bank currently operates out of the retail center in the far northeast commercial development along Janesville Road and College Avenue and they are submitting to relocate to the current Burger King site on Janesville Road next to Pick n’ Save, and WHEREAS, Maritime Savings Bank would raze the Burger King building and surroundings and build a new two-story 4,125 square footprint structure, and WHEREAS, Maritime Savings Bank would occupy the first story of the structure and office space would be leased from the second story, and WHEREAS, Said property is currently zoned B-2/OWP Local Service Center District with a Wellhead Protection Overlay District and said use is a permitted use, and WHEREAS, Said parcel will be serviced by public sewer and water facilities, and WHEREAS, Said property is subject to the design standards outlined in the City of Muskego’s Redevelopment District #2 and the Community Development Authority will review the plans prior to Planning Commission for compliance, and WHEREAS, Said property is also subject to the design standards outlined in the City of Muskego’s Downtown Design Guide, General Design Guide, and WHEREAS, The petitioner requests approval for a two –story 4,125 square foot bank on Janesville Road, and said structure appears to meet the requirements of the zoning ordinance in accords to the setbacks, offsets, open space, and floor area ratios of the site, and   WHEREAS, The height of the structure is limited to 30 feet by the current zoning and the structure meets this requirement, and WHEREAS, The Downtown and General Design Guide promotes structures to have a wide range of use of materials, four sided architecture, and at least 50% masonry product used and the proposal appears to meet the intent of the guide, and WHEREAS, Said structure is proposed to be constructed with exterior materials which include precast concrete sills/accents, brick veneer, decorative precast concrete paneling, prefinished sheet metal coping/fascia, aluminum storefront with glazing, and prefinished metals, and WHEREAS, The structure includes architectural elements such as large window fronts, intermixing of a wide range of materials (Brick, paneling, and aluminum window edging), altering rooflines, and protruding elevation lines, and WHEREAS, The building elevations shows colors that will compliment each other, consistent with the Design Guides and Redevelopment District #2 Plan, and WHEREAS, All Building mechanicals, including HVAC units, are not shown but will be screened, and WHEREAS, 45 parking stalls are shown with two being handicap, and said parking stalls meet the requirements for the new structure proposed of at least 1 stall per 200 square feet of customer floor area for the bank and at least 1 stall per 300 square feet of customer floor area for the second story office space, and WHEREAS, The parking lot will be curbed throughout and the parking stalls all are shown as 20 feet by 10 feet, and WHEREAS, Pedestrian access areas are found throughout the site and a connection is found to the existing recreation trail along Janesville Road and this element is promoted in the Redevelopment District #2 Guide, and WHEREAS, Vehicular access is depicted to be utilized off internal easements from the surrounding retail center and Pick n’ Save parking lots, and WHEREAS, The Downtown Design Guide promotes cross-access between adjoining properties and cross-access is shown throughout the site, and WHEREAS, A monument sign area is found on the site plan abutting Janesville Road in the northwest corner of the property and a signage detail is depicted in the plans, and WHEREAS, The monument sign is shown as a 7.5’ to 9.67’ high sign that has the same architectural elements as the main structure including decorative pre-cast concrete cap stones, prefinished metal, and brick veneer and the sign has a total square footage of 46 square feet with 34.8 square feet (75.7%) for the main sign and 11.2 square feet (24.3%) for a one line LED Reader board, and WHEREAS, The monument sign may require a reduction in size as monument signs can only be 7 feet when abutting the front property line, and WHEREAS, The wall signs are shown as the following: East façade: 25 Square feet, which is 1.75% of the building elevation (1,430 Sq. ft.) (5% of the elevation is allowed by code), North façade: 55 Square feet, which is 2.14% of the building elevation (2,571 Sq. ft.) (5% of the elevation is allowed by code), South façade: 14.2 Square feet, which is 0.5% of the building elevation (2,571 Sq. ft.)  (5% of the elevation is allowed by code), and WHEREAS, A photometric plan and lighting specifics have been submitted as part of the BSO and the lighting is depicted as the following: -7 zero degree cutoff pole lights (Design matching that of the building); 20 feet in height; 400W Metal Halide Bulbs; 36,000 Lumens, -5 architectural bollard lights (For courtyard area in front of building); 42 inches in height; 70W Metal Halide Bulbs; 5,900 Lumens,             -13 recessed lights (Under canopy areas); 70W Metal Halide Bulbs; 5,500 Lumens, and WHEREAS, Lighting changes may be required according to the City’s General Design Guide, and WHEREAS, A landscaping plan has been submitted and is being reviewed by the City Forester, and WHEREAS, No additional stormwater is required for the area, and WHEREAS, A dumpster enclosure is proposed to house all refuse containers on the southeast corner of the site and said enclosure is proposed to be constructed with materials and colors compatible with the design of the building, and WHEREAS, The proposed development is within Redevelopment District #2 and the Community Development Authority has reviewed the development as submitted at their May 15, 2006 meeting. THEREFORE BE IT RESOLVED, That the Plan Commission approves of the Building, Site and Operation Plan submitted May 23by The Albion Group for Maritime Savings Bank located in the SW ¼ of Section 10. BE IT FURTHER RESOLVED, That the Planning Commission finds the development consistent with the Design Guides and Redevelopment Plan for the area. BE IT FURTHER RESOLVED, The monument sign meets ordinance requirements with the exception of the height.  The height of the sign can only be 7 feet high at the front property line and the reduction in height must be shown during building permit approvals. BE IT FURTHER RESOLVED, The LED sign is allowed to show one message a day and no scrolling or animations can be used. BE IT FURTHER RESOLVED, All miscellaneous directional signage will have to be shown on the building permit files for approvals. BE IT FURTHER RESOLVED, As per the City’s General Design Guide, the pole light bulbs must be high-pressure sodium instead of the metal halide bulbs. BE IT FURTHER RESOLVED, That the 20-foot height of the pole lights is fine as the building height is 26 feet in height. BE IT FURTHER RESOLVED, That the bollards supporting the pole lights must all be 6 inches in height or less. BE IT FURTHER RESOLVED, That the landscape plan shall be approved by the City Forester before building permits are released.  The City Forester will determine if existing landscaping on the east and west borders of the property should remain. BE IT FURTHER RESOLVED, That all rooftop and ground mechanicals shall be screened from view. BE IT FURTHER RESOLVED, That any additional signage will require Plan Department approval. BE IT FURTHER RESOLVED, As per Public Works and Engineering Department direction, the developer must make the proper water main connections for fire flow purposes. BE IT FURTHER RESOLVED, All handicap signage shall be bored into the curb and any bollards supporting the signs shall be painted to match the structure. BE IT FURTHER RESOLVED, That all bollards or other miscellaneous equipment on the site shall be painted to match the structure. BE IT FURTHER RESOLVED, That a copy of said plans be kept on file in the Building Department and that all aspect of this plan as they relate to landscape areas and drainage shall be maintained in perpetuity unless otherwise authorized by the Plan Commission. BE IT FURTHER RESOLVED, That if occupancy is requested prior to the completion of landscaping and/or asphalting, a bond, letter of credit or cashiers check equal to twice the value of said costs must be submitted to the Planning Department. BE IT FURTHER RESOLVED, That failure to comply with the approval contained in this resolution shall result in the imposition of fines of $100 per day, the initiation of legal action, or both.
