PCR2006027 ./PCR2006027_files/filelist.xml RESOLUTION #PC 027-2006 Print 86 6 pt 6 pt 0   RESOLUTION #P.C. 027-2006 APPROVAL OF A BUILDING, SITE, AND OPERATIONAL PLAN FOR PARK ARTHUR LOCATED IN THE NE ¼ OF SECTION 4 IN THE CITY OF MUSKEGO WHEREAS, In January 2006 plans were brought forward by the City’s Park and Recreation Board for a Building, Site and Operation Plan for Park Arthur located in NE ¼ of Section 4 (Tax Key Nos. 2173.994, 2173.994.001, 2173.993, 2173.991.003, & 2173.991.002 / College Avenue and Martin Drive), and WHEREAS, The Park Board approved the site and development plans for Park Arthur at their February 13, 2006 meeting, and WHEREAS, Park Arthur was purchased by the City of Muskego and has been set aside for a future active recreational site, and WHEREAS, Plan Commission approval is needed before any major site modifications take place such as signage, parking, and associated access ways, and WHEREAS, The proposed site and development plan denotes the following present and future development for the site: ·         A Pavilion Structure ·         Sledding Hill ·         Football Field ·         Baseball Diamond ·         Hockey Rink ·         Soccer fields ·         Landscaping areas ·         Tot Lot Playground areas ·         Pedestrian Trails and Boardwalks ·         2 48-car parking lots and 1 15 car/11 trailer parking lot ·         Lake Tipping area for Little Muskego Lake   , and WHEREAS, The Zoning Ordinance states that adequate parking shall be made for recreational uses consistent with the need generated by the facility, subject to Planning Commission approval, and WHEREAS, The City routinely brings forth site plans for Parks or Conservation sites to Planning Commission for review and approval so that PC members may comment or recommend any changes. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval of the Building, Site and Operation Plan for Park Arthur located in NE ¼ of Section 4 (Tax Key Nos. 2173.994, 2173.994.001, 2173.993, 2173.991.003, & 2173.991.002 / College Avenue and Martin Drive). BE IT FURTHER RESOLVED, That the Plan Commission recommends approval of the Building, Site and Operation and if substantial changes occur on the Park site, the substantial change will have to be brought back to Planning Commission for further approvals.  Substantial changes needing further approval will be under staff determination but usually will include: Any new structure being built so that PC may make sure design standards are followed OR any miscellaneous changes to the site plan that did not receive approval under the originally approved Plan Commission plan (The miscellaneous change should be a change that requires restrictions above and beyond those already approved for the site). BE IT FURTHER RESOLVED, That Parking stalls should be at least 10 feet wide by 20 feet in width to meet City design standards and curbing is not found on the proposed parking lots and this is appropriate as it adapts to a recreational use. BE IT FURTHER RESOLVED, Access ways should be at least 24 feet in width where two-way access is found and at least 12 feet in width where one-way access is found to meet City design standards. BE IT FURTHER RESOLVED, The parking shown on the site plan should be more than adequate for recreational users and the facilities shown as most of the recreational facilities are used at different times and during different seasons. The site plan does show room around all the parking lots for further expansion of the parking if needed and Planning Commission action may require more parking if the demand is found in the future.   BE IT FURTHER RESOLVED, That the future pavilion should come before Planning Commission  when the design is known.  The pavilion architecture and materials should mimic those found elsewhere in the City.   BE IT FURTHER RESOLVED, The City Forester should approve any proposed landscaping and all planting of landscaping should follow the requirements set forth by the City Forester. BE IT FURTHER RESOLVED, That Trail positioning should be field delineated as determined by the Park Board and Recreation Staff.  Minimal disturbance is recommended when positioning said trails, especially in the forested areas and other environmental areas. BE IT FURTHER RESOLVED, Should the lake tipping area become a nuisance to the surrounding area, measures should be taken to further screen the area by fencing and/or landscaping.  Landscaping is recommended around this area in the meantime. BE IT FURTHER RESOLVED, The Forested area on the site plan is shown as a high management area in the City’s Conservation Plan and this should be added into the City Forester’s Yearly Conservation Plan in order to appropriately manage invasive species.   Plan Commission City of Muskego Adopted:   February 21, 2006 Defeated: Deferred:   February 21, 2006 ATTEST: Sandi Asti, Recording Secretary
