PCR2006026 ./PCR2006026_files/filelist.xml RESOLUTION #PC 026-2006 Print 86 6 pt 6 pt 0   RESOLUTION #P.C. 026-2006 APPROVAL OF A BUILDING, SITE, AND OPERATIONAL PLAN FOR THE ENGEL CONSERVATION SITE LOCATED IN SECTION 20 IN THE CITY OF MUSKEGO WHEREAS, In January 2006 plans were brought forward by the City’s Planning Department for a Building, Site and Operation Plan for the Engel Conservation Site located in Section 20 (Tax Key Nos. 2238.992, 2238.993, 2237.995, 2237.996, & 2237.997 / Henneberry Drive), and WHEREAS, The Conservation Commission approved the site and development plans for the Engel Conservation Site at their August 2, 2005 meeting, and WHEREAS, The Engel Conservation site was purchased by the City of Muskego in 2004 and has been set aside for environmental remediation and a future passive conservation educational site, and WHEREAS, Aspects of the development plan in relation to prairie restoration, tree planting, and wetland mitigation have been accomplished, however, Plan Commission approval is needed before any major site modifications take place such as signage, parking, and associated access ways, and WHEREAS, The proposed site and development plan denotes the following development for the site: ·        Conversion of Agricultural fields to Native Prairies ·        Conversion of Agricultural fields to restored wetlands by the Wetland Restoration Program (WRP) ·        Tree Planting areas ·        Pedestrian Trails ·        A 28+ vehicle Parking lot and access ways to lot ·        Future directional signage, interpretive signage, and main monument signage ·        Possibility of reusing the old Engel house or need for a new facility for future educational opportunities   , and WHEREAS, The Zoning Ordinance states that adequate parking shall be made for recreational uses consistent with the need generated by the facility, subject to Planning Commission approval, and WHEREAS, The City routinely brings forth site plans for Parks or Conservation sites to Planning Commission for review and approval so that PC members may comment or recommend any changes. THEREFORE BE IT RESOLVED, That the Plan Commission recommends approval of the Building, Site and Operation Plan for the Engel Conservation Site located in Section 20 (Tax Key Nos. 2238.992, 2238.993, 2237.995, 2237.996, & 2237.997 / Henneberry Drive). BE IT FURTHER RESOLVED, That the Plan Commission recommends approval of the Building, Site and Operation and if substantial changes occur on the Conservation site, the substantial change will have to be brought back to Planning Commission for further approvals.  Substantial changes needing further approval will be under staff determination but usually will include: Any new structure being built so that PC may make sure design standards are followed OR any miscellaneous changes to the site plan that did not receive approval under the originally approved Plan Commission plan (The miscellaneous change should be a change that requires restrictions above and beyond those already approved for the site). BE IT FURTHER RESOLVED, That Parking stalls should be at least 10 feet wide by 20 feet in width to meet City design standards and curbing is not found on the proposed parking lots and this is appropriate as it adapts to a conservation use. BE IT FURTHER RESOLVED, The parking shown on the site plan should be more than adequate for daily trail users as well as for future educational structures that may be added.  The site plan does show room around all the parking lots for further expansion of the parking if needed and Planning Commission action may require more parking if the demand is found in the future.   BE IT FURTHER RESOLVED, The development plan states that future reuse of an existing residential structure may be required in the future.  A future facility/shelter should come before Planning Commission in the future when the design is known and so the Planning Commission can review the plans, prices, and needs analyses. The facility/shelter architecture and materials should mimic those found elsewhere in the City and be adaptive to a conservation use/site.   BE IT FURTHER RESOLVED, The City Forester should approve any proposed landscaping or prairie mixtures and all planting of landscaping should follow the requirements set forth by the City Forester. BE IT FURTHER RESOLVED, That Trail positioning should be field delineated as determined by the Conservation Commission and Planning Staff.  Minimal disturbance is recommended when positioning said trails, especially in the forested areas and other environmental areas.   Plan Commission City of Muskego Adopted:   February 21, 2006 Defeated: Deferred:   February 21, 2006 ATTEST: Sandi Asti, Recording Secretary
